To ask the Secretary of State for Transport, what progress her department has made in increasing the availability of driving tests in St Albans since 3 November 2025.
To ask the Secretary of State for Transport, what progress her department has made in increasing the availability of driving tests in St Albans since 3 November 2025.
The Driver and Vehicle Standards Agency (DVSA) is intensifying its efforts to reduce waiting times and improve access to driving tests.
DVSA is continuing with its recruitment campaigns for new driving examiners. Since November 2025, for those test centres serving the St Albans area, seven driving examiners have successfully passed their training and are now conducting driving tests, with a further two driving examiners being booked onto a training course. Following a recent recruitment campaign, DVSA has made offers of employment to a further eight driving examiners in this area.
The table below shows the number of tests booked and available at the driving test centres (DTCs) serving St Albans of 11 May 2026.
Driving test centre (DTC) | Booked tests (as of 11 May 2026) | Tests available in 24 week booking window (as of 11 May 2026) |
Borehamwood | 4,801 | 187 |
St Albans | 2,069 | 103 |
Watford | 5,713 | 339 |
Between June 2025 – April 2026, at the DTCs above, DVSA conducted 144 additional car practical driving tests in overtime, when compared to the equivalent overtime scheme between June 2024 – March 2025. This increase can largely be attributed to the additional test allowance scheme the agency introduced in June 2025.
To ask the Secretary of State for Transport, what steps her Department is taking to increase the availability of driving tests in St Albans.
To ask the Secretary of State for Transport, what steps her Department is taking to increase the availability of driving tests in St Albans.
The Driver and Vehicle Standards Agency’s (DVSA) main priority is upholding road safety standards while it works hard to reduce car practical driving test waiting times.
On the 23 April, the Secretary of State for Transport appeared before the Transport Select Committee and announced that DVSA will take further actions to reduce waiting times for all customers across Great Britain.
These actions include incentivised additional testing offers for driving examiners, doubling permanent training capacity for new driving examiners, and a call for volunteers from those currently in other roles (but qualified to examine) to carry out practical driving tests.
DVSA is continuing with recruitment campaigns across the country to provide as many tests as possible. Since July last year, DVSA has recruited and trained 290 driving examiners (DE) who are now in post and delivering driving tests.
St Albans driving test centre is part of a cluster of test centres, including Stevenage.
A new entrant examiner has recently passed their training course and is now testing full time and conducting driving tests at both St Albans and Stevenage driving test centres. A further new entrant examiner is in their final week of training, if successful they will begin conducting tests at St Albans and Stevenage from 3 November 2025. DVSA has also made offers to one further new entrant examiner, DVSA will arrange their training course as soon as they have accepted.
On 28 May, DVSA launched a public consultation on improving the rules for booking car driving tests. The consultation closed on 23 July. DVSA will review the feedback given and announce next steps as soon as possible. Further information on the consultation can be found at:
To ask His Majesty's Government what assessment they have made of the advice to parents from primary schools in St Albans to ban smartphones for children under 14 years old; and whether they plan to ban smartphones for children under 14 years old nationwide.
To ask His Majesty's Government what assessment they have made of the advice to parents from primary schools in St Albans to ban smartphones for children under 14 years old; and whether they plan to ban smartphones for children under 14 years old nationwide.
The government is committed to keeping children safe online. The Department for Education’s ‘Mobile Phones in Schools’ guidance is clear that schools should prohibit the use of devices with smart technology throughout the school day, including during lessons, transitions and breaks. We expect all schools to take steps in line with this guidance to ensure mobile phones do not disrupt pupils’ learning.
We are focused on implementing the Online Safety Act which will protect children from both illegal and legal but nonetheless harmful content, including pornography and violent content. We continue to keep under review all evidence of options to protect children online.

To ask the Secretary of State for Health and Social Care, whether her Department has made an assessment of the potential impact of pharmacy closures on the quality of primary care in St Albans constituency since 2019.
There were 16 pharmacies on 31 December 2023 in St Albans constituency. Between 31 December 2019 and 31 December 2023, three pharmacies closed in St Albans and no new pharmacies opened. However, access to pharmaceutical services remains good, with 89 percent of the population in St Albans living within a 20 minutes’ walk from a pharmacy. This exceeds the national average of 80 percent. Residents of St Albans can also access services from distance selling pharmacies that operate nationally.
It is the role of local authorities in England to undertake pharmaceutical needs assessments for their areas, every three years, to ensure provision continues to meet their population’s needs. ICBs have regard to those assessments when commissioning services and where a pharmacy closure impacts on the access to services, a new contractor can apply to open a pharmacy in the area.

Preparing and maintaining a Local Development Scheme is a statutory requirement under s.15 of the Planning and Compulsory Purchase Act 2004. Departmental officials monitor and engage with Local Planning Authorities across England, which included meeting with officers at St Albans to discuss plan making in March and September 2023.

The Secretary of State wrote to St Albans City and District Council on 19 December 2023 to direct they produce a revised Local Development Scheme and a copy of the letter can be found here.
St Albans City and District Council is one of only 12 local planning authorities who have not published a local plan under the 2004 Act; their last adopted plan was in 1994. This is unacceptable and St Albans City and District Council are ultimately responsible for this.
Should St Albans City and District Council need to prioritise its finite resources it might choose to cease unconscious bias training (something stopped by central government several years ago) or the unnecessary equality, diversity and inclusion work that is underway.

To ask the Secretary of State for Work and Pensions, if he will make a comparative assessment of (a) the Local Housing Allowance and (b) average rental costs for four bedroom properties in St Albans District Council area.
The LHA rates are set based on the Broad Rental Market Area (BRMA) each household lives in. The current LHA rates (2023/24) for each BRMA and bedroom type can be found here. The Secretary of State reviewed Local Housing Allowance rates for 2024/25 and announced in his written ministerial statement on 22nd November that, across GB, LHA rates should be increased to the 30th percentile based on rents from September 2023.
The Department does not collect data on rental costs for accommodation in each BRMA, the Valuation Office Agency collects data on rental costs in England to produce the 30th percentile of market rents and publishes the list of rents utilised to calculate the LHA rates. The latest list of rents for the period 1st October 2021 to 30th September 2022 is published here.
