May I tempt the Minister on a voyage to a far-off island? St Kilda is almost 50 miles off the coast of Lewis, and it comes within my constituency and within the Minister’s remit as one of those rare things, a UNESCO double world heritage site. Will the Minister meet me and representatives of the Uig community in Lewis who want to build a global interpretation centre, a template for remote viewing these vulnerable sites? The meeting could be here in Whitehall, in Uig in Lewis, or on St Kilda.

The Ministry of Defence (MOD) does not lease a Deep Sea Range at St Kilda. However, parts of St Kilda are leased by the MOD from National Trust Scotland (NTS).
The current 25-year lease between the MOD and NTS began in 2003 at a fixed rent of £100,000 per annum plus VAT. The total rent paid by MOD to NTS for the period 2003 to 2023 is £2.52 million.
In addition, from 2008, the MOD has sub-leased space at St Kilda to the Northern Lighthouse Board at an annual rent payable to the MOD of £5,400. NTS are entitled to a share of this rent; the MOD pays NTS £1,485 plus VAT per annum under this agreement. The total amount paid to NTS from 2008 to 2023 is £28,512.

We have no plans to provide an estimate of the cost of relocating the Deep Sea Range on St Kilda as it is not Government policy to support such a course of action.
That this House recognises that all sheep in the islands of the UK are protected animals under the respective animal welfare legislation, apart from the feral Soay and Boreray sheep on the St Kilda archipelago, for which the Scottish government have created an exception, thereby leaving them subject to high levels of mortality as a result of winter starvation, averaging a thousand animals dying each year across the three flocks; notes that society would not tolerate this level of unnecessary suffering in any more accessible location; calls on the Scottish government to reconsider this decision and to include the sheep as protected animals under the Animal Health and Welfare (Scotland) Act 2006; and urges the National Trust for Scotland, as owners and managers of St. Kilda, to implement active measures to ensure the population stability of the flocks and safeguard the wellbeing of the sheep, both individually and collectively.
