We are committed to promoting fairness across the food supply chain, including achieving a fair price for sugar beet that benefits both growers and processors. There is a well-established independent process in place to agree the sugar beet price. We continue to keep it and the regulatory framework under review.

In the summer I visited Boultbees farm in Baxterley in my constituency, where I met Andrew and his team. Like all farmers who grow sugar beet, they are obliged to sell it to British Sugar, as the sole processor of British sugar beet in the UK. Common market organisation regulation exists to ensure fair negotiations on price, but British Sugar has sought to circumvent it. What are the Government doing to strengthen protections for farmers like Andrew to ensure that they get a fair deal in the combinable crops sector?

I agree that growers too often bear disproportionate risk, which is why the Government have launched a public consultation on fairness and transparency in the combinable crops supply chain. The consultation is open for eight weeks, and I encourage all interested parties to engage and share their views.

To ask the Secretary of State for Environment, Food and Rural Affairs, what steps she is taking to ensure that farmers are protected from the monopsony sugar beet processor.
The Government recognises the importance of sugar beet farmers and their vital contribution to UK sugar production. Also, that sugar beet itself, used in crop rotations, is beneficial to soil and crop health and allows arable farms a season of “rest” from cereal production.
We are committed to promoting fairness across the food supply chain. That includes seeing a price agreed for sugar beet that benefits both growers and processors, in the context of the global market. There is a well-established process in place to agree the domestic sugar beet price; designed to be independent between both parties.
While this process has been effective over many years, we continue to keep it and the regulatory framework under review.

To ask the Secretary of State for Environment, Food and Rural Affairs, what assessment her Department has made of the impact on sugar beet producers in England due to the decision to extend tariff-free access for raw cane sugar.
The UK relies on some imported refined sugar to meet demand, and the Government’s assessment concluded that any additional volume of raw cane imports would largely displace that imported refined sugar rather than impacting domestic production. The increase in the ATQ volume is therefore not expected to impact UK sugar beet producers and the Government continues to work closely with stakeholders to ensure policy making finely balances all considerations.

To ask the Secretary of State for Environment, Food and Rural Affairs, what measures are being taken to ensure that the Genetic Technology (Precision Breeding) Act supports research and field trials involving the genetic editing of sugar beet to improve resistance to Virus Yellows disease.
The secondary legislation needed to implement The Genetic Technology (Precision Breeding) Act 2023 for plants in England commenced on 13 November 2025. This marks a major milestone, enabling research trials to take place and providing a route to market for precision bred products.
Through Defra’s Farming Innovation Programme (FIP), we are funding innovative research projects and earlier this year, the Department announced a £12.5 million competition focused specifically on precision breeding. Previous projects funded under FIP includes a research project by Tropic, British Sugar and the John Innes Centre to develop sugar beets through precision breeding that are resistant against Virus Yellows.

This Government recognises the importance of the UK sugar beet industry. In all our trade negotiations we seek to open up new markets for British agricultural, food and drink exports, including UK-produced sugars.
The UK is also an active member of the International Sugar Organization, a body that facilitates global dialogue on sugar trade, production and sustainability.
