The standard method identifies a minimum annual housing need figure and ensures that plan-making is informed by an unconstrained assessment of the number of homes needed in an area. It does not produce a housing requirement figure. Once local housing need has been assessed, authorities should then make an assessment of the amount of new homes that can be provided in their area. This should be justified by evidence on land availability, constraints on development and any other relevant matters.
Local planning authorities with up-to-date plans are assessed against their adopted plan housing requirement for the purposes of the Housing Delivery Test (HDT) and five-year housing land supply (5YHLS). Where an authority does not have an up-to-date plan, local housing need (calculated using the standard method) is used.
The current HDT results are the 2023 measurement, published on 12 December 2024. These results continue to apply until a subsequent Housing Delivery Test measurement is published. We remain committed to publishing the 2024 and 2025 HDT results as soon as possible. The Department does not formally collect 5YHLS data. The 5YHLS position of any given authority is often in flux and typically determined through planning appeals. As such, there are challenges in capturing comprehensive and robust data at any given time.
My Department has made no specific assessment of the impact of the revised standard method published on 12 December 2024 on the number of speculative planning applications determined under the presumption in favour of sustainable development. While failing against either HDT or 5YHLS is a strong indicator of housing need in an area not being sufficiently met, it does not mean that planning permission for housing will be automatically granted, and local planning authorities must consider a range of factors when determining planning applications.

The Low Carbon Fuels Fund (LCFF) will support UK sustainable aviation fuel (SAF) supply by funding first-of-a-kind SAF production plants through the project pipeline to aid their commercialisation. Up to £219m has been made available through to 2029/30, with the first competition window opening this summer. The LCFF will build on the work of the Advanced Fuels Fund, which allocated over £198m to support private investment in 21 UK SAF projects between 2022 and 2026.
We are working closely with the aviation industry and international partners to monitor risks and support resilient aviation fuel supplies.

The Government has allocated a record £11.8bn to sustainable farming and food production over this parliament. This includes funding for Environmental Land Management Schemes such as the Sustainable Farming Incentive (SFI). There are now over 39,000 live SFI agreements.
The Government has reformed the SFI scheme to make it simpler, more accessible, and improve value for money, and to allow available funding to be spread across as many farmers as possible.
Window 1 of the scheme opened on 30 June, giving priority access to small farms and those without an existing Environmental Land Management (ELM) revenue agreement.

The Government has consulted on proposals to develop a Common Biomass Sustainability Framework and is analysing responses received. As stated in the consultation (p18), the sustainability criteria used by other countries and regions will be one of our considerations when deciding what works best for the UK.
The final design of the Framework will be informed by the evidence and views gathered through the consultation.

The Government only supports the use of sustainable biomass in line with UK’s sustainability criteria, irrespective of country of origin.
We have consulted on a Common Biomass Sustainability Framework in order to improve consistency across sectors and strengthen criteria in line with the latest evidence.
We will keep the criteria under review as the global biomass market evolves, to ensure the UK has sufficient sustainable supplies, domestically and from imports.
