To ask the Secretary of State for Culture, Media and Sport, what assessment she has made of the impact of recent swimming pool closures on the delivery of swimming and water safety education; and what steps her Department is taking to support publicly accessible swimming pools to remain open.
To ask the Secretary of State for Culture, Media and Sport, what assessment she has made of the impact of recent swimming pool closures on the delivery of swimming and water safety education; and what steps her Department is taking to support publicly accessible swimming pools to remain open.
The Government recognises the importance of ensuring public access to swimming facilities, which are great spaces for people of all ages to stay fit and healthy, and learn the key life skill of water safety. Swimming facilities play an important role within our communities.
The ongoing responsibility for providing access to public leisure facilities lies at local authority level, with funding levels set as part of the Local Government Finance Settlement. The Government encourages local authorities to make investments which offer the right opportunities and facilities for the communities they serve, investing in sport and physical activity with a place-based approach, to meet the needs of individual communities. Through schemes such as the Public Sector Decarbonisation Scheme, the Government is providing financial support to public sector buildings, including leisure centres, to make tangible investments to improve sustainability, such as through the installation of air-source heat pumps, upgraded insulation, and smart energy management schemes.
In June last year, we committed £400 million to transform sports facilities, including public leisure, over the next four years, supporting the Government's Plan for Change. We are working closely with sporting bodies and local leaders to establish what communities need, before setting out further plans on how future funding will be allocated.

From 25 June to 1 September the Government is introducing a temporary reduced rate of VAT on children's menu meals and eligible family attractions.
This is a targeted and temporary scheme to reduce the costs of children’s meals in restaurants, children’s tickets for theatres and cinemas and tickets for everyone for attractions like soft play, adventure centres, and theme parks, helping families enjoy a day out for less. Individual businesses should consult HMRC’s guidance to determine how the rules apply in their circumstances.
Sport, including swimming pools, is not in scope of the relief. This is in line with the decision to focus on a narrower set of eligible activities to ensure the scheme is targeted and financially sustainable.
Many sports facilities which families use already enjoy some form of VAT relief, including many leisure centres and local swimming pools that are operated by local authorities and are out of scope of VAT already. Local authorities are able to reclaim their input VAT when providing sports facilities in leisure centres.

Sport England, our Arm’s Length Body for grassroots sport, monitors facilities stock through their Active Places dataset. As of March 2026, 308 local authority swimming pools have closed since 2015 and 272 have opened. A yearly breakdown of closures is below:
