The Department assesses the financial sustainability of long-term UK-funded capacity-building projects through its business case process, annual reviews and Project Completion Reviews. During delivery, sustainability is monitored through quarterly progress reports and annual reviews, which include checks on financial performance, risk management and alignment with agreed objectives. Programme Responsible Owners (PROs) apply the Foreign, Commonwealth and Development Office's Programme Operating Framework (PrOF) to ensure ongoing viability, using tools such as risk registers, results frameworks and value-for-money assessments throughout the project lifecycle.
UK support to aided Overseas Territories contributes to economic diversification and local capacity-building in line with our commitment to the prosperity of the whole UK family. Various metrics such as visitor numbers and overall GDP growth are used to track outcomes, as appropriate for each territory and in line with programme operating framework requirements.

The St Helena Government employs technical cooperation officers in key positions across its portfolios including health, education, legal chambers and the police where it is not possible to recruit locally. The St Helena Government has responsibility for the recruitment of its human resources and the remuneration provided.

The FCDO supports Bahraini-led reforms in a range of areas, including security and justice. All assistance is delivered through implementing partners under the Gulf Strategy Fund. In 2021, the Department for Business, Energy and Industrial Strategy spent £32,039,053 in Official Development Assistance (ODA) on technical assistance delivered by UK-based organisations. This spend was through our International Climate Finance programming, from a UK wide ODA spend of £11.4bn that year. BEIS’s technical assistance aims to support developing countries to raise their climate ambition to help limit global temperature rises to less than 1.5 degrees, in order to reduce the devasting impact of climate change on the world’s poorest communities.
For non-Official Development Assistance spend, this information is not held centrally and it would not be proportionate to obtain this information.

The International Development Strategy sets out how we will channel world-class British expertise to support partner countries by providing advice and exchanging lessons and evidence of what works. This supports good policy - the 'best buy' in development. We leverage partnerships across government, research, business and civil society to provide this.
FCDO takes a portfolio approach to programme management as a programme may be delivered through different delivery options and funding arrangements. We do not hold central records of the level of technical assistance included within our total programming and this could only be obtained at disproportionate cost.

The UK stands with Bangladesh at this difficult time. We provided £195,000 to support the response during the first wave of flooding in May. We contributed a further £442,500 after the second wave of flooding in June. This funding will support the provision of cash assistance, water, sanitation and hygiene facilities, search and rescue operations, shelter management and provisional education materials.

HMG has not received any request for assistance from the Government of El Salvador since the declaration of a state of emergency on 27 March. The UK has a good relationship with El Salvador. Priority areas for UK programming and assistance in El Salvador include: climate change and biodiversity; tackling and recovering from the Covid-19 pandemic; governance and transparency; media freedom; sexual and reproductive health and rights; and human rights, with an emphasis on women's rights and empowerment and prisoners' rights and reintegration. Our Embassy in San Salvador will continue to monitor and report on the current state of emergency and respond appropriately to any request for technical or other assistance.

The Government is aware of media reports of an increase in people irregularly crossing the border from Belarus into Lithuania. We are also aware of the steps that the Lithuanian Government have taken to respond, including increasing funding to the Lithuanian State Border Guards, and expanding capacity at the border with Belarus to process those arriving across the border. The Foreign Secretary discussed the issue with Lithuanian Foreign Minister Gabrielius Landsbergis on 28 June, and officials are currently evaluating how best we can support the Lithuanian Government in response to these developments. We collaborate closely with the Lithuanian Government and Lithuanian State Border Guards, and stand ready to provide appropriate support. The UK remains committed to future close co-operation with the EU and our European partners on all issues including migration.

The UK has worked closely with the Indian Government on our package of support to ensure that it focuses on India's most urgent needs. The first shipment was delivered on 27 April. On 2 May, the Prime Minister announced that the UK would send a further 1,000 ventilators to support India's response, these arrived in Delhi on 9 May bringing the total package of equipment to 495 oxygen concentrators, 1,200 ventilators and three oxygen generating units.
Given the importance of effective coordination of the large quantities of assistance arriving in India, the UK is channelling its support through the Indian Government and Indian Red Cross. Decisions on exactly where support provided by the UK will be deployed are for the Indian Government. Ministers and officials remain in regular contact with their counterparts to ensure the transfer of medical equipment is as efficient as possible.

We are monitoring the situation in St Vincent and the Grenadines closely and our thoughts are with those affected by the eruption.
The UK has pledged an initial £200,000 to help address the immediate humanitarian impact of the volcano eruption, which will be used for emergency supplies and other immediate needs.
Urgently needed technical experts will support relief efforts on the ground, support emergency telecommunications, and restore critical lifeline facilities, like transport links.
We will continue to work with the Caribbean Disaster Emergency Management Agency to provide further support.
