On 12 March 2026, alongside the launch of the Scotland Defence Growth Deal, we announced a £10 million investment to support the creation of two Defence Technical Excellence Colleges, including one in the West of Scotland. The colleges are being developed in partnership with Colleges Scotland.
We remain in consultation with Colleges Scotland about the priorities, resources and location of the colleges.
We are also awaiting a response from the Scottish Government regarding match-funding the UK Government’s £10 million investment. We hope discussions on securing match funding for Scotland’s second Defence Technical Excellence College can start soon.

The government has designated ten Construction Technical Excellence Colleges (CTECs), comprising one in every region of the country and one cross-regional CTEC. The designated colleges are:
- Derby College Group, East Midlands.
- West Suffolk College, East of England.
- New City College, Greater London.
- City of Sunderland College, North East.
- Wigan and Leigh College, North West.
- North Kent College, South East.
- Exeter College, South West.
- Bedford College, cross-regional.
- Dudley College of Technology, West Midlands.
- Leeds College of Building, Yorkshire and the Humber.

To ask the Secretary of State for Education, whether her Department is taking steps to support new Technical Excellence Colleges to work in collaboration with established Institutes of Technology; and whether measures are in place to support existing partnerships and clarity among employer partners.
Technical Excellence Colleges (TECs) will draw on the experience and expertise of Institutes of Technology (IoTs), which have shown the benefits of collaborative working between employers, further education providers, and universities.
As system leaders, TECs have the autonomy and flexibility to shape and determine their partnerships locally and nationally, but the department has made it clear in our guidance that we expect TECs to work with IoT Partnerships. Many of the appointed TECs are part of existing IoTs.
All TECs will deliver via a hub and spoke model, working in collaboration with a network of providers to ensure that learners and employers across the country benefit. This way of working is critical to TEC success, which is why TECs are actively working together and with industry to ensure a cohesive system, supported by the department and other relevant governmental departments.

On 12 March 2026, as part of the Scotland Defence Growth Deal, we announced our stated ambition to establish two Defence Technical Excellence Colleges, aligned to support the defence clusters in the East and West of Scotland. This was contingent on the Scottish Government providing match-funding for our £10 million investment.
On the same day, together with the Secretary of State for Scotland, I wrote to Scottish Government ministers seeking this commitment. We are still awaiting their response.

Given that this is Colleges Week, may I take the opportunity to mention Stafford college, which is widely accepted to be the best college in the country? It already has 1,150 students on manufacturing courses, and works with 250 local employers in the sector. Does the Minister agree that if Newcastle and Stafford Colleges Group were made an advanced manufacturing technical excellence college, it could build on its excellent relationship with manufacturers locally?

I gladly congratulate Newcastle and Stafford Colleges Group on its recent Ofsted rating, which is fantastic, and I note my hon. Friend’s support for its application to become a wave 2 technical excellence college. The applications closed on 16 February, and we expect to make and announce a decision next month.

It is backed by the North West Aerospace Alliance and the Northern Automotive Alliance, our big local world-class manufacturing employers, neighbouring colleges across the north-west and Yorkshire and—of course—me. Will the Secretary of State do her best to look fondly on the bid, and will she back Burnley’s technical excellence?

As part of the Defence Industrial Strategy, £20 million was allocated to skills initiatives in Scotland, Wales and Northern Ireland. Through the Scottish Defence Growth Deal framework, we are currently engaging with a wide range of stakeholders including government, industry and academia to understand the key skills gaps for Scotland’s defence sector and how this funding should best be used to address them. This includes exploring the concept of a Scottish Defence Technical Excellence College.

As part of its mission to break down barriers to opportunity, this government is transforming further education colleges into specialist technical excellence colleges (TECs), working with a wide range of skills partners to provide young people and adults with better opportunities and the highly trained workforce that local economies need.
We have already launched ten new construction TECs, backed by £120 million, and are now expanding the TEC programme to a further four high growth sectors in defence, clean energy, advanced manufacturing, and digital and technologies.
Applications for all four sectors are now live and will close on 16 February 2026.
Exact locations are yet to be determined, and colleges will be appointed through a fair and transparent application process. Successful TECs will be appointed from April 2026.

In August 2025, the government appointed ten Construction Technical Excellence Colleges (CTECs), one in each region of England and a tenth operating cross-nationally. Backed by £100 million in funding, CTECs will deliver high quality construction skills, supporting our mission to build 1.5 million homes by the end of this Parliament, and creating well-paid jobs nationwide in the construction sector. Launched at the start of this academic year, CTECs have begun their delivery of specialist skills, working with national and local construction employers to ensure critical construction skills needs are met now and in future years. To ensure benefits are widespread throughout each region, CTECs are operating under a ‘hub and spoke model’, collaborating with and supporting further education construction skills providers across their region.

Ten Construction Technical Excellence Colleges (CTECs) have commenced their delivery of high quality construction skills provision from the start of this academic year. 40,000 construction learners will benefit from excellent teaching and curricula to set them up with the skills for well-paid jobs in the construction sector. The department is working with CTECs, mayoral strategic authorities, and other partners in the skills system to understand best practice in delivering quality construction skills in alignment with the Technical Excellence Colleges core objectives and we will monitor progress against these on a regular basis.
