To ask the Secretary of State for Housing, Communities and Local Government, if her Department will make an assessment of the adequacy of regulation on the duty of care transfer of vulnerable tenants from housing associations to village agents.
Registered providers of social housing must ensure that the safety of tenants is considered in the design and delivery of landlord services and take reasonable steps to mitigate any identified risks to tenants.
In addition, registered providers must take action to deliver fair and equitable outcomes for tenants, including by understanding the diverse needs of tenants, including those arising from protected characteristics, language barriers, and additional support needs.
Housing associations may refer a tenant to a village agent but there is not a mechanism through which they can transfer the duty of care. In any situation where a village agent provides care or support for vulnerable tenants, a housing association remains responsible for considering the safety of tenants and their diverse needs.

The Regulator of Social Housing's Tenancy Standard requires providers to enable their tenants to gain access to opportunities to exchange their tenancy with that of another tenant, by way of mutual exchange services. The Government has consulted on revised directions to the Regulator on updated regulatory standards, including standards relating to Mutual Exchange. The consultation closed on 30th March.

The Department publishes national statistics on new social housing lettings in England.
Of the new social housing lettings that were provided to tenants whose previous tenancy was also in the social sector, 4.6 per cent gave b) fear of violence (including domestic abuse, hate crime and racial harassment) as the reason for moving in England in 2017/18. Separate figures for crime are not available. Figures for Greater London and Lambeth are given below.

‘HomeSwap’ Direct, the national home swap scheme, was launched in October 2011 to increase opportunities for tenants who wish to move home through a mutual exchange by allowing them to see details of every available property. The scheme has operated very successfully since its launch, with tenants carrying out over 10 million searches of the property data held on ‘HomeSwap’ Direct.
Details of the number of moves that have taken place under the ‘HomeSwap’ Direct scheme in England are not held centrally.
