Twenty-two years ago this month, a good friend of mine died from AIDS. Had he been tested for HIV, I am confident that, with the medical advances we have made, he would still be alive today. As my right hon. Friend will know, this week is HIV Testing Week. I welcome the Government’s ambition to end new infections by 2030. Will he thank the Terrence Higgins Trust for its incredible work? And will he look to extend opt-out HIV testing to more areas of high prevalence so that we can help to discover more undiagnosed cases?

The Department regularly engages with the Terrence Higgins Trust, the National AIDS Trust and the Elton John AIDS Foundation as part of our work on HIV. An oversight group has been established to support the development of the HIV Action Plan and representatives from these groups are members. The first meeting of the HIV oversight group was held in May 2021. These stakeholders are also members of the External Advisory Group for Sexual Health, Reproductive Health and HIV which provides the government with external independent advice and expertise.

The Department launched the first infected blood consultation, ‘Infected blood: reform on financial and other support’1, in January 2016. The consultation confirmed that the majority of beneficiaries would prefer one scheme to the then five schemes. The second consultation ‘Infected blood: Consultation on Special Category Mechanism and financial and other support in England’2 in October 2017 announced that NHS Business Services Authority, not the former scheme administrators, such as the Macfarlane Trust, would manage the new reformed scheme.
I have written to the Macfarlane Trust on a number of occasions since 12 September 2018 asking for its plans with respect to any residual funds it held on closure. I also reminded the Macfarlane Trust that it must operate in accordance with its trust deed which states that the funds can only be transferred to one or more bodies established for charitable purposes with similar, or the same, objectives to its own i.e. providing support for people infected with HIV. The Macfarlane Trust informed me of the transfer of the its residual funds and assets to the Terrence Higgins Trust via a letter dated 12 December 2018. Consultation with beneficiaries regarding this transfer of assets on closure was not the responsibility of the Department.

That this House joins the Terrence Higgins Trust is marking the 20th anniversary of the death of Terry Higgins, the first person known to have died with AIDS in the United Kingdom; congratulates THT on having been at the forefront of this country's fight against HIV for the last 20 years; further notes that the HIV epidemic continues unabated in the United Kingdom with more new diagnoses in 2001 than any previous year and that the number of people testing positive for other sexually transmitted infections is higher now than at any point since the inception of the NHS; and calls on the Government to restore sexual health and HIV as a priority for the NHS.
