The Clean Power 2030 Action Plan recognises that while emerging renewable technologies such as tidal stream are expected to play a limited role in the 2030 energy mix, scaling up deployment of these technologies could be critical to achieving the UK’s longer-term decarbonisation goals.

We are grateful for the Severn Estuary Commission’s work, and we recognise the potential benefits that tidal range can bring to our energy system. For now, the Government remains open to considering well-developed proposals for harnessing the tidal range energy in the bays and estuaries around our coastlines.

The Government will set out the design of Allocation Round 8, including parameters for all CfD eligible technologies, ahead of the round opening.

The UK Government supports the Morlais tidal stream project primarily through the Contracts for Difference (CfD) scheme, our main mechanism for supporting low‑carbon electricity generation. Tidal stream projects deployed at Morlais have secured CfD contracts through recent allocation rounds, providing long‑term revenue certainty and supporting deployment from 2026 onwards. The Government has also maintained ringfenced budgets for tidal stream in successive CfD rounds, recognising the UK’s global leadership in this emerging technology.
Responsibility for the Morlais site infrastructure and its development sits with the Welsh Government, which has provided equity and regional funding.

For Allocation Round 8 of the Contracts for Difference scheme, the Government will consider a range of factors when setting budgets and parameters for tidal stream and other technologies, including the pipeline of eligible projects, progress towards decarbonisation targets, and value for money for consumers.

The Government continues to engage with the tidal stream industry to support high levels of UK content in projects, which currently stands at around 80 per cent, including through the Marine Energy Taskforce’s sub group on supply chains.

Tidal stream continues to be eligible for our main support mechanism for low-carbon electricity, the Contracts for Difference scheme, through which over 120 MW of capacity has already been secured.

Six new tidal stream projects secured contracts in Allocation Round 6 (AR6) of the Contracts for Difference Scheme. The UK is now on track to have 130MW of tidal stream deployed by 2029. The parameters for Allocation Round 7 (AR7) were published in July and the budget for technologies including tidal will be published later in the year. This will include any minima, maxima or ringfencing information.

According to a study led by the University of Plymouth, the UK and the British Channel Islands has one of the world’s best tidal resources, estimated to be a potential capacity of around 11.5GW.
The Channel Islands, as Crown Dependencies, are self-governing jurisdictions that are not part of the UK, and so the UK Government is not responsible for energy policy there. DESNZ engages with the CDs on energy matters, including renewable energy policy, under the British-Irish Council Energy Work sector.
