Local authority twinning arrangements are matters for those authorities. The department does not routinely discuss such arrangements with local authorities.

To ask the Secretary of State for Housing, Communities and Local Government, what steps she is taking to help improve mutual twinning arrangements between local authorities and the British Overseas Territories.
With the support of funding from the UK Government, Hampshire County Council is twinned with Anguilla and St Helena, Ascension and Tristan da Cunha, and Suffolk County Council is twinned with Montserrat. These partnerships are focused on learning and support in children and adults social care and education.
Links between local authorities in the United Kingdom and with British Overseas Territories are principally a matter for those authorities themselves. However, the Government recognises that such links, as well as those between local authorities in the United Kingdom and abroad more generally can be beneficial to those authorities, bringing with them learning and best practice from all over the world as well as creating and deepening ties between people and communities. The Government is therefore supportive of more and better such links.
That this House celebrates the 60 years of friendship and enduring links between the twin towns of Kirkcaldy in Fife and Ingolstadt in Bavaria; recognises the work of the Kirkcaldy Ingolstadt Association, and Chair, Robert Main, in facilitating and developing cultural, social, economic, educational and tourist exchanges between the towns; gives thanks to Dr Christian Scharpf, Oberburgermeister, for the gift of The Sandtner Model, a beautiful miniature replica of Ingolstadt’s historic town centre; commends Cllr Jim Leishman, the Provost of Fife, and Cllr Ian Cameron, Convenor Kirkcaldy Area Committee, for their votes of thanks at the Civic Reception; thanks the visiting friends from Ingolstadt, including exchange students, Karina Meier, Jana Nißl, Mihaela Josipovic, Nele Pöppel, Yannick Maertl and Michael Maier, and their teachers Teresa Frey and Teresa Reitzer; and looks forward to many more years of this significant, warm and reciprocal relationship between our towns and our people.

To ask the Secretary of State for Foreign, Commonwealth and Development Affairs, what plans his Department has in place to promote county and town twinning arrangements between settlements in the British Overseas Territories and the UK.
To ask the Secretary of State for Foreign, Commonwealth and Development Affairs, what plans his Department has in place to promote county and town twinning arrangements between settlements in the British Overseas Territories and the UK.
Individual Overseas Territories have twinned with places in the United Kingdom, such the city of Stanley which is twinned with Whitby and Portsmouth. The FCDO has been working to build working partnerships between the public services in each Overseas Territory and their counterparts in the United Kingdom, notably in the field of policing and social services. In the case of Montserrat, successful partnerships have been built up between the local social services and police with their counterparts in Suffolk. The FCDO are working to expand these partnerships across the Overseas Territories and the increase the range of sector they include.

The UK remains committed to supporting Ukraine, and we will continue to explore all available options to support Ukraine's humanitarian and reconstruction needs. Whilst twinning is a matter for councils themselves, the Government has recently used the Department for Levelling Up, Housing & Communities' daily local government bulletin to highlight the Cities4Cities initiative; an on-line platform, sponsored by the Council of Europe's Congress of Local and Regional Authorities, that matches the demands and needs of Ukrainian cities with the capacity and know-how of local authorities across Europe, including those in the United Kingdom.

Since Putin’s evil invasion of Ukraine, Poland has given refuge to well over 2 million people. When members of the British Group of the Inter-Parliamentary Union met our Polish counterparts recently, they said that one way in which we could help here was by setting up mayor-to-mayor twinning links. In the light of that, does the Home Secretary welcome the twinning arrangement between Pershore in West Worcestershire and Wyry in Poland?

Since Putin’s evil invasion of Ukraine, Poland has given refuge to well over 2 million people. When members of the British Group of the Inter-Parliamentary Union met our Polish counterparts recently, they said that one way in which we could help here was by setting up mayor-to-mayor twinning links. In the light of that, does the Home Secretary welcome the twinning arrangement between Pershore in West Worcestershire and Wyry in Poland?
I commend my hon. Friend on the initiative that she has shown through this twinning arrangement. It is incredibly important, and the House should pay tribute to our friends in Poland, and the Polish Government in particular, for everything that they have been doing to support Ukrainians.

Russia’s assault on Ukraine is an unprovoked, premeditated attack against a sovereign democratic state. The UK and our international partners stand united in condemning the Russian government’s reprehensible actions, which are an egregious violation of international law, the UN Charter, and the European Convention on Human Rights. It is right in this context for local authorities to revisit twinning arrangements with towns, cities and local authorities in Russia. The Government is also reviewing its bilateral engagement with the Russian authorities and we will be issuing guidance on issues relating to Russia and Ukraine as necessary. The Prime Minister has been clear however that Russia is a great country with a rich history and proud people, and that the UK does not believe Russia’s invasion of Ukraine is in the name of the Russian people.
