Any unspent allocations are redirected to other forms of export support.
We Opposition Members have long argued that the Government are not doing enough to support exporters. It is now clear that the former Minister, the hon. Member for Finchley and Golders Green (Mike Freer), absolutely agrees. He argued that the trade access programme is underfunded and said of it, “We support too few shows, we don’t send enough business, our pavilions are often decent but overshadowed by bigger and better ones from our competitors.” He is absolutely right, is he not?

Brexit gave us opportunities to own our trade policy and to start to really champion and talk to our businesses about where they can find opportunities across the globe, whether for goods or services. We have a fantastic suite of tools in the export strategy, which we launched in November last year, and we can now really push on with that. As with everything, perhaps Labour Members can tell me where I can rapidly find a great deal more cash to make
these measures much more effective. In the meantime, we have put together a fantastic fund that we will continue to use to encourage our businesses to trade.

The following table disaggregates how many businesses were awarded a grant of between £500-£999 in each of the last five financial years (FY) of the Tradeshow Access Programme (TAP).

Overall, TAP provided around 12,700 grants between financial years 2016-17 to 2020-21, and the average grant value was £1,720. The programme ceased on 31 March 2021.

The London Economics report was from 2008, and as the Tradeshow Access Programme had evolved (and now ceased), some implications no longer apply. We are discussing revised support for trade shows with HM Treasury (HMT), which considers key implications raised in the analysis. We continually review support to ensure maximum impact and that services meet business needs in the current economic context.
2021-22 programme funding was discussed with HMT during the 2020 Spending Review.

We have not carried out economic analysis of the impact of the Tradeshow Access Programme (TAP) as a standalone service. However, we know that the businesses we support in attending trade shows view it very highly, which suggests a positive return on their investment. When surveyed, 89% of businesses stated they were satisfied with their experience of TAP (DIT Export Client Quality Survey, published July 2020).

We have not carried out a direct economic analysis of the decision to discontinue the Trade Access Programme. However, we are working closely with HM Treasury on alternative future arrangements for supporting businesses to participate in tradeshows as part of our plan to support exports to help drive economic growth around the whole of the UK.

HM Government is working on future arrangements for supporting British businesses to benefit from key tradeshows. A range of stakeholders have been, and continue to be, engaged by Department for International Trade (DIT) officials on plans for a revised trade show support programme, and DIT will announce further details when discussions with HM Treasury are concluded.
DIT Ministers and officials engage regularly with the Devolved Administrations, including the Welsh Government, on a wide range of trade and investment support available across the UK.
