To ask the Secretary of State for Health and Social Care, what assessment she has made of the adequacy of resources available to local authority Trading Standards services to enforce high fat, salt and sugar regulations.
I refer the Hon. Member to the answers provided on 31 March in response to Question 120152, on 1 July in response to Question 8994, and on 7 September in response to Question 19910.
I also refer him to the final impact assessment on the proposals to restrict the promotion of less healthy food and drink products, including the costs for enforcement by Local Authority Trading Standards officers, which is available at the following link:

The Government continues to monitor the enforcement of these restrictions and will re-evaluate the impact on local authorities via the normal post-implementation review.

To ask the Secretary of State for Housing, Communities and Local Government, what discussions her Department has had with local authority Trading Standards services regarding the resourcing and enforcement of retail country-of-origin labelling compliance.
Under consumer protection legislation enforced locally by Trading Standards, it is illegal to mislead consumers as to the nature of a product through labelling or other marketing.
With respect to food labelling, the Department for the Environment, Food and Rural Affairs and the Food Standards Agency work closely with Local Authority Enforcement Officers who enforce food labelling rules in the UK, including country-of-origin labelling requirements.
Resourcing of Trading Standards is a matter for the relevant local authority. The final 2026-27 Local Government Finance Settlement makes available £78 billion in Core Spending Power for local authorities in England in 2026-27, a 6.1% increase compared to 2025-26.
The majority of funding in the Local Government Finance Settlement is unringfenced recognising that local leaders are best placed to identify local priorities.

The Government is committed to ensuring that consumers can shop online with confidence. Consumers making purchases online benefit from a 14-day cancellation period. We have strengthened enforcement through the Digital Markets, Competition and Consumers Act 2024, which provides the Competition and Markets Authority with stronger powers to tackle breaches of consumer law.
Trading Standards services are provided by local authorities and supported nationally by National Trading Standards. The Government confirmed last week longer term plans to overhaul the wider consumer protection landscape. This will examine how organisations like Citizens Advice and Trading Standards can work more effectively with regulators, enforcement bodies and redress schemes so that harmful practices are addressed more quickly, and consumers can access support more easily.

HM Revenue and Customs (HMRC) has received 1,034 referrals from Trading Standards relating to non-compliance with the UK Tobacco Track and Trace system. To date, 569 referrals have resulted in financial penalties being issued, with a total value of £3,497,500. This reflects cases where HMRC's casework has concluded; other referrals remain under review or are continuing through the compliance process.

To ask the Secretary of State for Housing, Communities and Local Government, how many local authorities have applied for Government funding to support Trading Standards to tackle illicit activity on high streets; and if he will provide a breakdown by local authority and funding programme.
Tackling high street criminality is a priority for this government. On 19 May, the government announced a £30 million crackdown on illegal activity on the high street, over three years. £20 million of this will fund an enhanced law enforcement response and the creation of a new cross-government High Street Organised Crime Unit. £6 million will also be allocated to Trading Standards in new funding to bolster the response to sham businesses in at-risk local authorities.
A further £10 million of new funding per year will be provided to Trading Standards until 2028/29, to support the enforcement of illicit and underage tobacco and vape sales, and the implementation of the measures in the Tobacco and Vapes Act 2026. This includes recruitment of 120 new apprentices to ensure Trading Standards have a sustainable workforce for the future.
