The Railways Bill would implement parts of the government’s plan to nationalise the railways, which was a manifesto commitment. Transport Focus supports the Government’s 2050 Net Zero target by ensuring that its passenger advocacy and research activities recognise the need for a more sustainable transport system. This includes incorporating questions on environmental priorities and decarbonisation into its passenger surveys, using evidence from research to inform advice to the Department and the transport industry on how passenger behaviour and expectations can support modal shift, and engaging with operators and policymakers on the passenger implications of decarbonisation measures.
Transport Focus does not have a separate programme or ring‑fenced budget specifically for Net Zero activity. This work is undertaken as part of its core statutory functions and is funded from its existing grant‑in‑aid from the Department for Transport. As such, there are no additional or separately identifiable costs to the public purse arising from this activity.

The Railways Bill will establish a powerful voice for passengers, the Passenger Watchdog, to be grown out of Transport Focus. It will be given significantly stronger powers to become a more effective passenger champion.
In addition to this, Transport Focus will take over the sponsorship of the Rail Ombudsman from the Office of Rail and Road (ORR) as well as the ORR's role in setting and monitoring minimum consumer standards which train operators must meet as part of their licence conditions.

The Passenger Watchdog will be grown out of Transport Focus, which will be given significantly stronger powers to become a more effective passenger champion in rail. Therefore, no rail functions are being moved out of Transport Focus. The watchdog will be multi-modal from the start and continue to cover Transport Focus’ existing watchdog functions covering trams, buses, coaches and England's strategic road network. This ensures it can monitor transport user experience across these modes.

Transport Focus is currently in the process of updating numerous sections of its website. This includes records such as the board minutes, and the board committee terms of reference. Transport Focus is committed to upholding the principles of transparency and accountability and will prioritise the publication of historic minutes as soon as possible.
The most current iteration of board meeting minutes available on the Transport Focus website are those from the November 2021 board meeting.
