Official statistics published by the Home Office are kept under review in line with the code of practice for statistics, taking into account a number of factors including user requests, the public resources required to compile the statistics, and importantly the quality and availability of data.
An individual who is pursuing a legal appeal or has submitted a last–minute claim would not usually be considered to be an absconder, as they would no longer be out of contact with the department. Similarly, requests for travel documentation would not usually take place at the point that someone is considered to be an absconder.

The Schengen 90/180-day immigration rule has applied since 2021 to all UK nationals (including drivers of heavy goods vehicles (HGV) and coaches) undertaking short stays for leisure and work in the Schengen area. The Schengen 90/180 limit is a fundamental part of the EU’s conditions of entry for third country nationals to its territory. As such, it is not UK Government policy.
The Department for Transport is undertaking a research study to improve understanding of the effects of a) the Schengen 90/180-day limit to date, and b) preparedness for the implementation of the EU’s Entry/Exit System (EES) on the international operations of GB-based HGV and coach businesses that hold standard international operator licences. The data is currently being processed, and the study’s findings will be published in due course.

Travel requirements can differ for British golfers and other professional sportspeople across Europe. For instance, as UK nationals, British golfers are able to travel visa-free to the Schengen Area for short-term visits (up to 90 days in any rolling 180-day period) to compete in events.
Professional golfers undertaking paid work in any country they are visiting should check the entry requirements and rules for that country, in case they need to apply for a visa, work permit, or provide other documentation.

The UK has introduced electronic travel authorisations (ETAs) to enhance our ability to screen travellers upstream, and improve the customer experience. The introduction of the ETA scheme is in line with the approach many of the UK’s international partners have already taken to border security, including the European Union’s forthcoming ETIAS and EES. The UK’s scheme was extended to eligible European nationals on 5 March 2025, and will be a requirement for this cohort for travel from 2 April 2025. In line with international partners, we are building upon our existing ability to track arrivals in and out of the country.

The current requirement for travellers, as set out in the Immigration Rules - Guidance - GOV.UK, is that a person must, on arrival in the United Kingdom or when seeking entry through the Channel Tunnel, produce on request by a Border Force Officer a valid national passport or, subject to eligibility, another document satisfactorily establishing their identity and nationality. The document must be valid for the duration of the proposed travel to the UK.
There are currently no plans to change these requirements.

The Government is engaging both the European Commission and French Government through officials holding routine technical meetings to understand and influence the implementation plans of the new system. This includes working with port owners and operators to understand and support their plans to mitigate EES and ETIAS impacts at the border. Whilst EES and ETIAS are EU schemes, we expect that government communications to the travelling public will focus on the Gov.UK and FCDO travel advice websites, with additional bespoke communications to trade groups and carriers to enable them to support their members and customers.

At the Leaders’ Summit in Paris on 10 March 2023, as part of an overall agreement on migration reached with France, the UK committed to ease the travel of school groups to the UK by making changes to documentary requirements for schoolchildren on organised trips from France. The agreement we have is specific to France.
We would consider negotiating with other countries should they approach us with an interest in making similar arrangements.

Border Force does not hold the data to questions 1 and 2 in an easily accessible format. The information requested could not be obtained without disproportionate cost.
The Home Office publishes statistics on passengers refused entry at the border, by nationality, in table Stp_D01 of the ‘Passengers refused entry at the border detailed datasets’ as part of the ‘Immigration System Statistics Quarterly Release’. The latest data relates to the end of September 2023.
Information on how to use the datasets can be found in the ‘Notes’ page of the workbook. Data up to the end of December 2023 will be published on 29 February 2024.
You asked whether EU citizens refused entry at the UK border in 2023 will be able to reapply to travel to the UK. Applications for permission to enter at the border are assessed on a case-by-case basis against the immigration rules. EU citizens should ensure they are properly documented for the purpose they are seeking to enter and check whether they need a visa before they travel. Guidance is available at www.gov.uk/check-uk-visa.
EU citizens not holding required entry clearance must be refused entry under paragraphs 9.14.1 of Part 9 of the Immigration Rules – but they may apply for clearance and seek entry after having obtained the required clearance.

Sudanese nationals who have been offered a Chevening award for the 2023-24 academic year and are unable to take up the scholarship due to the conflict and travel restrictions are able to defer their award to the 2024-25 academic year. Current Sudanese Chevening scholars, whose scholarships will end this year, have been informed that the FCDO will consider applications to return to another country for the two-year period, and will also consider requests to stay in the UK by applying to switch to another visa. The FCDO does not advise on visa routes and recommends scholars seek relevant guidance.

Where our records show that the passport is held in Nairobi or Pretoria and a named individual (either the applicant or a designated 3rd party) is identified to return the passport to outside of Sudan, the passport can be sent (to the named individual) by courier or for collection from another visa application centre. UK Visas and Immigration have contacted all those customers. For customers that have been able to exit Sudan, processes are in place to re-direct printing of their visa and endorsement on a Form for affixing a visa (FAV) to another VAC location of their choice for collection.
