The Ministry of Defence keeps the readiness of its Destroyer and Frigate fleets under continual review to meet operational tasking.
For security reasons, we do not routinely disclose elements of the Fleet's schedule and readiness profiles.

The Royal Navy is carefully managing a surface fleet transition plan to ensure maximum availability maintained through the 2020s and into the next decade. We are replacing our ageing Type 23 Frigates with eight of the world’s most advanced anti-submarine warfare ships, the Type 26 Frigates. They will be bolstered by five general purpose Type 31 Frigates, providing opportunity to project power, support NATO operations and influence on the global stage.

£941.2 million has been spent on the delivery of T23 upkeeps completed since 2014. A further £63.7 million is currently contractually committed for the delivery of T23 upkeeps. These are a planned series of upkeep periods in order to maintain ship condition and to introduce, where appropriate, capability updates.
It should be noted that the figure given includes upkeeps undertaken to two ships that started prior to 2014. Because of the length of time passed it is not possible to break down the figures further.

As of 31 October 2024, six Type 23 frigates were available. The normal operating cycle of every ship involves them entering different readiness levels depending on their programmes, periods of refit and Departmental planning requirements. This is carefully managed to ensure the Royal Navy has sufficient assets available to deliver concurrent operational outputs today, both in the UK and around the globe, whilst ensuring longer term Frigate availability tomorrow to meet changing defence demands in an uncertain world.
Readiness is a priority for this Government. Options to improve the readiness and availability of the Royal Navy Surface Fleet forms a key part of the ongoing Strategic Defence Review.

The Type 23 Frigates undergo a planned series of Upkeep periods in order to maintain their condition and introduce capability updates. A total sum of £99.8 million has been allocated for financial year 2024-25, as part of a 10-year allocation.

The Ministry of Defence announced three Directed Energy Weapons Capability Demonstrator contracts in 2021, which were designed to increase knowledge and understanding in the military on how to operate, maintain and integrate Directed Energy Weapons onto complex platforms to inform future capability decisions. These were ambitious projects in both time and scope, and the specific T23 demonstrator contract was concluded early in order to focus resource on the wider Directed Energy Weapons Programme, as outlined in the Integrated Review Refresh 2023. Live firing will be conducted from the Land based demonstrators in 2024, which will also inform Navy Programmes.

HMS ST ALBANS, HMS SUTHERLAND, HMS WESTMINSTER and HMS ARGYLL are currently in or are awaiting Refit.
The duration of refit periods is determined by a number of factors, including requirements that emerge during the course of the work, as well as pre-planned repairs and capability insertions. It is not therefore possible to provide precise completion dates until late during each refit period.
In the financial year 2023-24, £100 million has been allocated for Type 23 refits and of this sum about £50 million has been expended.
It is not possible to provide a breakdown of allocation or expenditure by vessel for future work. Funds for Type 23 refits are not simply allocated on a per ship or per refit basis. The work required to be undertaken on a vessel over and above pre-planned capability insertions, and therefore the overall baseline costs, are established by survey of the vessel at the commencement of each refit period.

On current plans, the last Type 23 frigate will transition out of service in 2035 and eight Type 26 and five Type 31 Frigates are expected to begin being brought into service in the early 2030s.
To avoid compromising operational security, the Ministry of Defence does not routinely disclose individual out of service dates or specific in-service dates for warships to avoid revealing elements of the Fleet's long-term schedule. However, the Royal Navy continues to ensure that it has sufficient assets available to deliver operational outputs.
