People across Essex witnessed terrible fires in last summer’s heatwave, and in Ethiopia last month I witnessed the horrific climate change-driven drought that is forcing millions of people across the horn of Africa to the brink of famine. I have discussed climate change with my right hon. Friend, and I know he cares. It is great that he is going to Sharm el-Sheikh. The UK brought the world to Glasgow for COP26, so it is vital that we remain a world leader on climate change. Will he please confirm that this Government will fulfil the promises that the UK made in Glasgow?

I thank my right hon. Friend for her work and the role she has played in championing our fight against climate change. I agree with her that there is no long-term prosperity without action on climate change and no energy security without investment in renewables. That is why I will attend COP27 next week to deliver on Glasgow’s legacy of building a secure, clean and sustainable future.

The Minister meets regularly with the COP President, including through the Climate Action Implementation Committee, to discuss progress on implementing the historic Glasgow Climate Pact agreed at COP26.
COP27 must now build on these commitments made at COP26, with Glasgow and Paris as the baseline of our ambition. The UK will continue driving the delivery of Glasgow commitments at the upcoming COP27 and beyond.

The UK hands the COP Presidency to Egypt in a few days time, at COP27. To avoid and respond to the most catastrophic impacts of a changing climate, COP27 must build on commitments made at COP26.

Under the UK's COP Presidency 95% of the largest developed country climate finance providers made new, forward-looking climate finance commitments. The $100 billion Delivery Plan projects that the $100 billion finance goal will be met by developed countries by 2023 at the latest, with over $500 billion mobilised over the 5-year period 2021-25. In addition, at COP26 there was significant progress on adaptation finance, with collective agreement to at least double finance for adaptation on 2019 levels by 2025. We are encouraging all climate finance providers to bring forward their Progress Update to the $100 billion Delivery Plan for COP27.

The signing of the Glasgow Leaders Declaration on Forests and Land Use by 145 world leaders committed to halt and reverse forest loss and land degradation by 2030. Alongside this political commitment, an ambitious policy package was announced. Specifically, 12 donor countries pledged to provide $12 billion (£8.75 billion) of public climate finance from 2021 to 2025 to a new Global Forest Finance Pledge (GFFP); the UK convened a $1.7 billion public and private donor pledge to advance Indigenous Peoples’ and local communities’ (IPLC) forest tenure rights; and 33 financial institutions committed to eliminate investment in activities linked to deforestation.
On point 6, the UK is developing tools to drive transparency in the financial sector, including requirements for UK financial institutions to have a robust transition plan setting out how they will decarbonise as the UK meets its ambitious and legally binding net zero targets. The UK also actively supports the Taskforce on Nature Related Financial Disclosures (TNFD), including £2.8m of funding for the development of a framework for corporates and financial institutions to assess, manage and report on their dependencies and impacts on nature.
There was a recent call for evidence regarding updating the green finance strategy, which closed in June 2022. This included questions regarding deforestation. We are in the process of analysing the responses to the call for evidence and will reflect on them, alongside other sources of evidence, including the Global Resource Initiative’s (GRI) finance report.
To ensure the money committed in the Pledge is delivered to these communities, a report on the progress of the GFFP will be presented by COP27. The UK is a leading member of the donor coordination group to advance IPLC pledge commitments and report on progress by COP27. The UK will continue to work with donors to ensure pledged funds are delivered to local communities and indigenous peoples.

The Glasgow climate pact was a historic agreement that the United Kingdom forged among almost 200 countries. Our presidency year has been all about getting nations to deliver on the commitments they made at COP26 across the areas of mitigation, adaptation and finance, and we will continue this work up to COP27.

The Glasgow call for a phase-out of inefficient fossil fuel subsidies is one prompt way in which the Government can swiftly work towards delivering net zero plans. Does the Minister agree that instead of fossil fuel subsidies, the Government should focus on home-grown, cheap, clean energy sources that guarantee our energy security?

The Government are focusing on that, and I refer the hon. Gentleman to the energy security strategy that was published a few weeks ago, and also to the recent contracts for difference auction process for offshore wind, which delivered a price for offshore wind that is almost 70% lower than in 2015 and four times less than the current gas price. The future has to be green energy.
