To ask the Secretary of State for Environment, Food and Rural Affairs what progress has been made by the EU task force established to implement the Rio+20 decision on the conservation and sustainable use of marine biodiversity in high seas marine protected areas.

The UK is committed to the negotiation of a new implementing agreement under the UN convention on the law of the sea (UNCLOS) for the conservation and sustainable use of marine biological diversity, in particular addressing marine protected areas and environmental impact assessments.
The UK has therefore been taking an active part in the EU task forces which were set up following Rio+20 in preparation for the United Nations inter-sessional workshops which took place recently on 2-3 and 6-7 May.
These workshops provided useful information to member states on the different approaches that could be used in any future implementing agreement. The UK Government believes these workshops underlined the necessity for positive decision on a new Implementing Agreement to be made before the end of the 69th Session of the UN General Assembly in accordance with the outcome of Rio +20.

To ask Her Majesty’s Government what steps they are taking to ensure that the agreed follow-up work to the Rio+20 conference on sustainable development, and the work in the UN committee on the post millennium development goals process to be chaired by the Prime Minister, will be aligned.[HL1765]
The Government are taking a proactive approach to ensuring that Rio+20 follow up and the Prime Minister’s work on the United Nations (UN) Secretary General’s High Level Panel on post-2015 development goals are coherent and co-ordinated. Michael Anderson, the Prime Minister’s appointed envoy on post-2015 development goals, has responsibility for co-ordinating this work across Whitehall.
The Government are also working actively through the United Kingdom (UK) Mission in New York and with other European Governments and the European Commission to ensure that the European Union (EU)’s engagement with these two processes is coherent and streamlined.

The UN Conference on Sustainable Development (Rio+20) was successful in establishing that green growth was essential both for sustainable development and poverty eradication. The most significant
outcome was agreement to develop sustainable development goals (SDGs), which the UK championed. SDGs will be an integral part of the post-2015 development framework. The Prime Minister will be co-chairing, at the request of the UN Secretary General, a high level panel with the presidents of Liberia and Indonesia on the post-2015 development framework.
Rio+20 also launched three other processes: to develop a financing strategy to deliver global sustainable development; to set up a high level political forum to
follow up on the implementation of sustainable development; and to strengthen and upgrade the United Nations Environment Programme. In addition, a number of other measures were agreed, notably on sustainable consumption and production, corporate sustainability reporting, oceans and GDP+. The UK is actively engaged in following up and implementing the outcomes from Rio+20 in the EU, internationally and in the UN system, as well as domestically. The Government will keep Parliament informed on progress when requested.

In the build-up to the Rio summit, the Secretary of State for Environment, Food and Rural Affairs and I worked extensively with our partners to prepare the ground for a positive result. We achieved much that the UK fought for and broadly can welcome: Sustainable Development Goals, support for the green economy, sustainability reporting and GDP+—though it didn't go as far as we wanted.
The UK position was developed in close co-operation with our European and global partners. For example, while in Rio I hosted the Natural Capital summit with Norway, Denmark and Colombia. Working with our partners on an international scale will continue to be crucial as we turn words into action, implementing the agreements achieved at Rio.

The UK delegation at the UN Conference on Sustainable Development (Rio+20) included representatives from several government departments, the devolved Administrations, businesses and non-governmental departments (NGOs). Each government department is covering its own costs, as are the devolved administrations, businesses and NGOs. Guidelines are in place for all government departments to ensure best value for money.
In addition to negotiating the final Rio+20 agreement, the delegation has also used the opportunity for many bilateral meetings with other nations and to boost British trade and growth opportunities. A final cost of Rio+20 will be published shortly.
The UK did not send any delegates to the meeting of the UN Secretary-General's High-level Panel on Global Sustainability in Helsinki, held in May 2011. Defra does not have a representative on the panel, and key officials were attending other key meetings—such as the Conference for Sustainable Development No.19 (CSD 19) and Global Environment Facility (GEF)—during the same period.
