To ask the Secretary of State for Foreign, Commonwealth and Development Affairs, what assessment he has made of adequacy of levels of access granted to UN agencies to Sudan for the provision of humanitarian support.
Impediments to aid delivery imposed by the warring parties in Sudan are having a devastating impact on civilians. Our Ministers and diplomats are doing all they can to improve humanitarian access. During last month's London Sudan Conference, chaired by the Foreign Secretary, attendees agreed to use their influence with the parties, and urge them to lift all impediments, and guarantee safe, rapid, and unimpeded access throughout Sudan for humanitarian supplies and personnel. At the conference the Foreign Secretary announced a further £120 million in UK funding which will provide life-saving aid to more than 650,000 people.

We are committed to ensuring the delivery of aid in Afghanistan, including the continued participation of female aid workers and the full access of women and girls to services. We regularly engage with humanitarian partners to understand the situation for female staff and how best to support their continued role in the response. We provide financial flexibility to partners to support costs, enabling female staff to continue working.
We have repeatedly condemned the Taliban's decisions to restrict the rights of women and girls and are working with the international community to push for women and girls' rights in Afghanistan.

We are appalled by allegations that United Nations Relief and Works Agency (UNRWA) staff were involved in the 7 October attack against Israel, a heinous act of terrorism that the UK Government has repeatedly condemned. We are pausing any future funding of UNRWA whilst we review these concerning allegations. We are looking to our partners in the UN to carry out a robust and comprehensive investigation. In the meantime, we are getting on with aid delivery through funding multiple implementing partners including other UN agencies and international and UK NGOs. This support is helping people in Gaza get food, water, shelter and medicines.

The UK is fully committed to supporting the UN Support Mission in Libya (UNSMIL) and Special Representative of the Secretary-General (SRSG) Bathily's efforts to drive forward a UN-facilitated, Libyan-led political process. The UK is using its position as United Nations Security Council (UNSC) penholder to work with the council and engages regularly with international partners in support of the SRSG's efforts. British Embassy Tripoli engages regularly with UNSMIL and Libyan interlocutors to encourage them to work constructively with the SRSG as he seeks to facilitate a political agreement that addresses the underlying issues preventing elections.

The UK is committed to targeted sanctions which impose a cost on those profiting from, or supporting, the Myanmar military's campaign of violence against the civilian population.
On 28 February 2022 the UK updated our Overseas Business Risk Guidance to make it clear that UK businesses should conduct thorough supply chain diligence to ensure that commodities do not reach the military. Organisations involved in the delivery of essential humanitarian aid delivery are able to apply for licences for goods and services which may be impacted by targeted sanctions.

The UK recognises that some partners or organisations may choose to either partially or fully suspend activities for a variety of reasons in the current context. Where non-governmental organization (NGO) partners have had to suspend activity, either partially or fully, FCDO is continuing to cover staff salaries and other critical associated operational costs and is encouraging UN agencies to do the same. We are also working with other donors to ensure we maintain a common position regarding our support to organisations who have suspended activities.

The UK has deployed a field team of humanitarian experts to Poland to provide logistics advice and analyse the evolving refugee situation ensuring support provided to refugees, including women and girls, is tailored to the local context, including the threats they face. Our humanitarian support will be implemented by trusted humanitarian partners with expertise in protection and safeguarding. FCDO staff are reiterating the importance of protection and safeguarding considerations in this response, including the risk of human trafficking, when liaising with HQ and regional staff of multilateral and NGO agencies. More broadly we will continue to coordinate law enforcement efforts by working closely with EU partners to target trafficking routes across Europe, provide protection to the most vulnerable and take tough action against those who seek to exploit people for financial gain.

The UK is leading with partners and allies to: support an effective and co-ordinated global health response led by the World Health Organisation, reinforce the resilience of vulnerable countries, pursue a vaccine, support the global economy, and enable travelling nationals to return home where necessary. The UK is working together with international partners to achieve these objectives, including with the G7, G20 and European countries, and with the UN and other multilateral institutions, in order to galvanise a stronger global effort. The Prime Minister last spoke to the UN Secretary-General on 20 March and officials in Geneva and New York, are in regular contact with the UN Agencies, Funds and Programmes on their contributions to the crisis response. The Prime Minister, Foreign Secretary and other Cabinet Ministers are speaking regularly to their counterparts in Europe to discuss domestic and international actions.
