The Ministry of Defence (MOD) initially meets all costs for construction and maintenance work on United States Visiting Forces (USVF) projects. The timing of payments to contractors depends on the terms agreed in each contract. Once the MOD has paid the contractor invoices, it raises recharge invoices to the USVF. These recharge invoices must be settled within 60 days.
Additionally, the USVF provides a contribution to cover MOD overheads. This contribution is also payable within 60 days, in line with the recharge terms for construction and maintenance expenditure.

The Secretary of State for Defence and Defence Officials have regular engagements on a wide range of Defence topics with their US counterparts.
The Local National Direct Hire Programme is a United States’ programme, and it is for the US to determine how they wish to support their mission. Defence officials provide UK sponsorship for the security clearance of UK individuals hired under the US Local National Direct Hire Programme. There is no further planned engagement on this programme.

All United States Visiting Forces projects are funded using the Ministry of Defence (MOD) budget, with all construction and maintenance work subsequently recharged to the United States Visiting Forces. They also provide a contribution of 7.5% of actual construction costs towards MOD expenses.

Ministry of Defence officials are working closely with the US Air Force to ensure the effective delivery of a full runway resurface on Ascension Island. The isolated and remote location of Ascension Island creates a number of logistical challenges for such a large scale infrastructure project, but I am confident the project will be delivered in a timely manner and to the highest of standards.
