On Wednesday 28 January 2026, the Secretary of State for Northern Ireland made the Identity and Language (Northern Ireland) Act 2022 (Commencement No. 3) Regulations 2026, in exercise of the powers conferred by sections 10(2) and 10(3) of the Identity and Language (Northern Ireland) Act 2022. The commenced provisions came into force on 29 January 2026.

Since my appointment, I have met with a range of language groups in Northern Ireland, including the Ulster-Scots Agency.

The Northern Ireland Executive is responsible for implementing the provisions of the Identity and Language (Northern Ireland) Act 2022, including those provisions which allow for the establishment of an Irish Language Commissioner and a Commissioner for the Ulster Scots and the Ulster British tradition. In May 2023, the Government commenced the provisions in the Act required for the Executive Office to begin to progress work in relation to these appointments. The Government expects the Executive Office will make an announcement in due course regarding next steps on implementation of the legislation.
This week, the Government commenced Section 5 of the Act which places a duty on the Department of Education in Northern Ireland to encourage and facilitate the use and understanding of Ulster Scots in the education system
My officials continue to work closely with the Northern Ireland Executive on this, and I look forward to implementation of the Act which will enshrine respect and tolerance for Northern Ireland’s traditions.

HM Government is taking an inclusive approach to the ratification of the 2003 UNESCO Convention for the Safeguarding of the Intangible Cultural Heritage across the whole UK. We want to engage with everyone, including the Ulster Scots community, and to provide the conditions to allow everyone to express, preserve, and develop their culture and identity within the UK’s implementation of the framework of the 2003 Convention.
That this House notes that Ulster Scots Language Week takes place on 20 to 25 November 2023; commends all those involved in the many events organised for the week, including creative writing workshops, heritage, poetry classes, storytelling, song and dance, film and faith based events and many others; acknowledges the growing interest in Ulster Scots; and expresses hope that all minority languages can be supported where they are spoken, promoted in a respectful context and not used for political purposes.

To ask the Secretary of State for Northern Ireland, whether he is taking steps to promote (a) the usage and (b) education of the Ulster Scots language.
The Secretary of State has taken the Identity and Language Act 2022 through Parliament. The Act provides for the creation of a Commissioner for the Ulster Scots and the Ulster British Tradition, as agreed in the New Decade, New Approach deal.
A principal aim of this Commissioner will be to enhance and develop the associated language, arts and literature, recognising that Ulster Scots does not just encompass a language but a people with distinct cultural and artistic traditions. Specifically, the Act places a duty on the NI Department of Education to encourage and facilitate the use and understanding of Ulster Scots in the education system.

To ask the Secretary of State for Northern Ireland, if the Government will take steps to provide funding to help increase the level of understanding of Ulster-Scots language.
The Government firmly believes that Northern Ireland’s tapestry of identities and cultures is a strength of the Union, and is proud of its strong track record of delivering for the Ulster Scots. The Government has already met its specific funding commitments to support Ulster Scots broadcasting set out in New Decade, New Approach, which was referred to in my answer of 21 November, UIN 85057.
In addition to this New Decade, New Approach funding and the recognition of the Ulster Scots as a National Minority, the Government has delivered the Identity & Language (NI) Act which will establish a specific Commissioner for the benefit of the Ulster Scots. We also secured agreement for the BBC Framework Agreement to include a specific clause that provides a clear commitment to BBC output in the Ulster Scots language.
The Government will continue this important work to support linguistic diversity across the UK.

As part of New Decade, New Approach, the Government undertook to provide funding to address Northern Ireland’s unique circumstances. In May 2021, the Government announced this funding would include £1 million for the Ulster Scots Broadcast Fund, which the Government is proud to have delivered.
The Government is committed to supporting Northern Ireland’s diversity of identities, languages and cultures, including the Ulster Scots. This commitment is also reflected in the Government's progression of legislation and in tandem the recent recognition of Ulster Scots as a National Minority under the Council of Europe’s Framework Convention for the Protection of National Minorities.
