An export licence is required where an item is subject to strategic export controls. The controls apply to items listed in a “control list” (primarily the "UK Military List" or the "EU Dual-Use List"); where export of that item to a particular country is
restricted or prohibited by sanctions in place against that country; or, where export of that item is subject to an “End-Use Control” (these apply to items which are not on any control list but where there are concerns that the items may be intended for use in connection with a Weapons of Mass Destruction (WMD) programme, or for a military end-use in a country subject to an arms embargo).
Items that do not fall within any of the above categories are not subject to strategic export control and therefore do not require an export licence, regardless of the ultimate destination or end-use of the item.

The Middle East Task Force is a business-led informal stakeholder group, providing a forum for high level discussion on strategic issues and opportunities relating to Britain's business interests in the Middle East. The membership comprises senior representatives from business and institutions. My Noble Friend the Minister of State for Trade and Investment, Lord Green of Hurstpierpoint, chairs the Task Force and Mr Douglas Caster is a member. Minutes of the Middle East Task Force are recorded but not published. To publish such records would not be in the public interest as it would be likely to prejudice the free and frank advice that Ministers receive from officials and external bodies.

I refer the hon. Member to the answers I gave on 12 March 2013, Official Report, column 163W, and 21 March 2013, Official Report, column 789W, in which I stated that the Ministry of Defence (MOD) holds 44 contracts with the company, with a total value
of around £493 million. Further investigation into these contracts has revealed that only 27 of them are, in fact, still open, with a total value of around £452 million.
Shown in the following table is a list which includes those let by MOD trading funds, but does not include pan-Government enabling contracts, government procurement card payments or miscellaneous transactions.
I am withholding the details of seven contracts as their disclosure would or would be likely to prejudice the capability, effectiveness or security of the armed forces,
