To ask the Secretary of State for Transport, what recent assessment he has made of the potential impact of delivering electrification projects in the 2015 Hendy Review on journey times between Bristol and economic centres in South-Wales and London.
Electrification was completed between Heathrow Airport Junction and Cardiff in 2020, delivering journey time improvements between London and South Wales of up to 14 minutes.

The UK Government is grateful to Lord Peter Hendy for his Union Connectivity Review. We are taking the time necessary to consider his recommendations, and have been working closely with the Scottish Government, Welsh Government, Northern Ireland Executive and key stakeholders, to identify the solutions that work best for the people of the UK. We will publish the Government’s response as soon as is practicable.

In “Future of freight: a long-term plan” published in June 2022, the Government announced that, with the Freight Council, it would undertake the work necessary to identify a National Freight Network by developing a fuller understanding of the domestic freight network across road, rail, maritime, aviation, inland waterway and warehouse and distribution infrastructure. This work is underway and will be the subject of engagement with stakeholders in due course.
Lord Hendy of Richmond Hill’s independent Union Connectivity Review, published in November 2021, considered transport connectivity across the UK. Considering the scale and breadth of the review, we are taking the time necessary to consider Lord Hendy’s recommendations and engage with the devolved administrations. We will publish our response as soon as is practicable. The development of the National Freight Network project takes account of Lord Hendy’s recommendations and will align with the Government’s upcoming response.

The Secretary of State for Transport, Department for Transport officials and I have regular discussions with colleagues across Government about Lord Hendy’s of Richmond Hill’s independent Union Connectivity Review. We are engaging with the devolved administrations and with other stakeholders to consider his recommendations and will publish our response as soon as is practicable.
I also recently made visits across England, Scotland, Wales and Northern Ireland to meet with key stakeholders and visit a wide variety of transport connectivity projects.

The Government is considering the recommendation in Lord Peter Hendy's independent Union Connectivity Review for an assessment of the East Coast road and rail transport corridor alongside existing projects and the major upgrade of the East Coast Main Line included in the Integrated Rail Plan. Ministers and officials maintain regular dialogue with the Scottish Government on a wide range of issues including Lord Hendy’s recommendations and the upgrade of the East Coast Main Line.

The government has confirmed it will look at alternatives to the Golborne Link which deliver similar benefits to Scotland, so long as these deliver for the taxpayer within the £96 billion envelope allocated for the Integrated Rail Plan.
