I do not know whether the Minister is aware of the plans being developed at the University of Sheffield’s advanced manufacturing research centre, with Boeing, to research and potentially to manufacture ultra-lightweight materials for planes. If not, would he like to visit Sheffield to meet
the relevant parties and better inform himself of a development that could be really exciting not just for Sheffield, but for the whole UK?

I am sure that the aviation Minister in the Lords will be interested. I certainly have an interest, as the former aviation Minister at the Department for Business, Energy and Industrial Strategy who was responsible for the Aerospace Technology Institute. This government will ensure that our universities are places where free speech can thrive and work to strengthen academic freedoms. The freedom to express views openly, challenge ideas and engage in robust debate is crucial to the student experience and to democracy. Lawful freedom of speech and the right to discuss all kinds of issues is an integral part of our higher education system.
Under the Education (No 2) Act (1986), higher education providers have a specific duty to take reasonably practicable steps to secure freedom of speech within the law for staff, students and visiting speakers. Higher education providers also have clear responsibilities under the Equality Act (2010).
Higher education providers should discharge their responsibilities fully and have robust policies and procedures in place to comply with the law and to investigate and address incidents reported to them. Universities, as autonomous bodies regulated by the Office for Students, should ensure that they are balancing their legal duties carefully and proportionately.
The government worked with the Equality and Human Rights Commission, who published clear guidance in February 2019 on freedom of speech in higher education to support higher education providers and students’ unions in delivering their duties.
The government will be looking closely at how well higher education providers are meeting their obligations and will consider whether further action is needed, working with a range of partners.

As autonomous institutions that are independent from government, it is for individual higher education providers to determine the scholarship arrangements they wish to offer for students on taught postgraduate courses. Therefore, it would be inappropriate for the department to make such a request of a particular provider.
The government has taken steps to support people who want to study at this level by introducing a postgraduate master’s loan, and the work of the review of post-18 education and funding will look at how we support people to study at different times in their lives.

The Higher Education Funding Council for England (HEFCE) is a non-departmental public body with statutory independence from Ministers. Detailed and specific funding decisions are therefore entirely a matter for HEFCE. In this instance, HEFCE issued a competitive call into which universities across the UK were invited to submit bids for science capital funding. All bids were evaluated by an independent expert assessment panel against clearly defined, published criteria, including a requirement that bids should be built on a strong record of research excellence and should leverage co-investment from non-public sources at a ratio of at least 2:1.
The University of Sheffield’s bid for a “Steel Research and Testing Centre” did not meet all of the criteria on this occasion. A further funding round will open in the Autumn, and the University may submit a revised bid.

The Alcohol Strategy, published earlier this year, set out the Government's commitment to introduce a minimum unit price for alcohol. The Government will consult on this, and a number of other proposals in the Alcohol Strategy, later this autumn.
The Government will also publish at the same time an impact assessment that will estimate the impact of minimum unit pricing on a range of issues including alcohol consumption, crime, health and business. This will be based on the best available evidence, including independent research by the university of Sheffield.
