To ask His Majesty's Government what steps they will take to streamline background checks for applicants to the University Officer Training Corps who had been members of the Combined Cadet Force while at school.
The University Officer Training Corps (UOTC) application process, which all applicants are subject to, cannot be streamlined or reduced for applicants who were members of the Combined Cadet Force (CCF). A UOTC Officer Cadet is attested into the British Army as a Group B Reservist and are required to complete and pass medical and security checks, which members of the CCF are not subject to when joining the CCF. The CCF is not part of the British Armed Forces (Regular or Reserve), it is a uniformed youth organisation, that is sponsored by the Ministry of Defence, and which operates in schools across the United Kingdom.

The five recommendations made by Ofsted after its inspection in February 2024 were as follows:
- Provide staff with the training they need to further develop their teaching and assessment skills.
- Swiftly complete any necessary repairs to buildings and facilities.
- Reduce the time taken to complete medical checks and clearance after recruitment.
- Minimise the impact of budget reductions and unfilled posts on the care, welfare and training of Officer Cadets and staff workload.
- Coordinate and collate cross-UOTC quality improvement processes to secure sustainable improvements in care, welfare and training.
The University Officer Training Corps aims to continually improve across all safeguarding and safe training aspects, and in doing so, has made significant progress against the recommendations.

The Ministry of Defence is committed to ensuring the highest standards of training and welfare across all its establishments, including the University Officer Training Corps (UOTC) Group and its efforts to achieve an Outstanding Ofsted rating
The UOTC was inspected by OFSTED in February 2024, resulting in a GOOD rating, with five key recommendations for improvement. The Combined Individual Training Assurance Team (CITAT) has worked with the UOTC Group to address these areas, and significant progress has been made across all areas.
Actions have included enhancing staff training, improving facilities maintenance, streamlining medical clearance processes, mitigating the impact of budget constraints, and centralising quality improvement processes.

Members of the University Officer Training Corps (UOTC) are entitled to apply for bursaries in order to support them through university, helping them reach their full potential.
UOTC cadets are primarily civilian university students who have volunteered for a leadership development programme alongside their studies. Whilst they undertake military training and have a formal association with the Army, they remain prospective entrants and are not considered established Service personnel with a regular or reserve commitment.
This status means they are eligible to apply for bursaries as they are still classed as applicants to join the Armed Forces. This is reflected in the Army Commissioning Regulations which explicitly lists UOTC cadets as eligible applicants.
