To ask the Secretary of State for Health and Social Care, what assessment his Department has made of how rapidly routine cancer screening and care in the Vale of York CCG area can return to normal timetables now the Nightingale Hospital Harrogate is being used as a testing centre.
To ask the Secretary of State for Health and Social Care, what assessment his Department has made of how rapidly routine cancer screening and care in the Vale of York CCG area can return to normal timetables now the Nightingale Hospital Harrogate is being used as a testing centre.
The Vale of York Clinical Commissioning Group is working with its health partners to ensure cancer screening in the area can return to full capacity. General practitioner (GP) and hospital services have adapted to manage the impact of the COVID-19 pandemic but are now starting to re-introduce screening safely and in line with national guidance.
Throughout the pandemic response, cancer specialist teams at York and Scarborough hospitals have worked to ensure urgent cases continue to be seen promptly, and patients continue to be encouraged to contact their GP via phone or online consultation if they have any concerns.
To ask the Secretary of State for Health and Social Care, what plans his Department has to utilise Nightingale Hospital Harrogate to help the NHS in York tackle the backlog of cancelled and delayed appointments and operations resulting from the covid-19 outbreak.
To ask the Secretary of State for Health and Social Care, what plans his Department has to utilise Nightingale Hospital Harrogate to help the NHS in York tackle the backlog of cancelled and delayed appointments and operations resulting from the covid-19 outbreak.
The Nightingale hospitals were built to treat COVID-19 patients and do not have, for example, the operating theatres that would be required for elective surgery. The NHS Nightingale Hospital in Harrogate is now providing elective diagnostic services (computerised tomography) to local patients.
Askham Bog, a world-renowned nature reserve in my constituency, has been described as “irreplaceable” by, no less, Sir David Attenborough; yet it is threatened by proposals to build more than 500 houses on adjoining land. Will my right hon. Friend put in a good word with the Prime Minister to ask him to join me in lying down in front of the bulldozers to save that important piece of natural heritage?

I thank my hon. Friend. I always put in a good word with the Prime Minister on his behalf, and I share his passion for preserving our precious natural habitats. Local community views are of course incredibly important to the local planning process; that is what our revised national planning policy framework provides. He will understand that I cannot comment on individual planning applications.

City of York Council is planning to develop the land adjacent to Askham bog, which is a site of special scientific interest. What discussions has the Minister had with the Ministry of Housing, Communities and Local Government about development next to SSSIs?

The hon. Lady will be aware that SSSIs have an exceptionally high protection status under the national planning policy framework, which was updated last year. It is really important that these matters are considered carefully and that such development is avoided, but it will come down to a local decision for the local planning authority.

To ask the Secretary of State for Health, what representations he has received on the decision of the Vale of York Clinical Commissioning Group's policy to postpone surgery for patients who smoke or have a BMI over 30.
To ask the Secretary of State for Health, what representations he has received on the decision of the Vale of York Clinical Commissioning Group's policy to postpone surgery for patients who smoke or have a BMI over 30.
It is for individual clinical commissioning groups (CCGs) to make commissioning decisions based on the needs of patients in their area, and interact with stakeholders regarding those decisions.
This does not and cannot mean blanket bans on particular patients, such as smokers, getting operations, which would be inconsistent with the NHS Constitution. However, major surgery poses much higher risks for severely overweight patients who smoke. So local general practitioner-led CCGs are entirely right to ensure these patients first get support to lose weight and try to stop smoking before their operation. Reducing obesity and cutting smoking is of long-term benefit to patient health.
To ask the Secretary of State for Health, if he will instruct the Vale of York Clinical Commissioning Group to end its policy on postponing surgery for patients who smoke or have a BMI over 30.

The NHS Constitution asks patients to recognise that they can make a significant contribution to their own health and wellbeing, and take personal responsibility for it.
The Handbook to the NHS Constitution states: “The right to treatment within 18 weeks from referral will cease to apply in circumstances where… delaying the start of your treatment is in your best clinical interests, for example where smoking cessation or weight management is likely to improve the outcome of the treatment.”
The handbook can be found at the following address:
NHS Vale of York Clinical Commissioning Group is fully committed to ensuring local clinicians make decisions to ensure the best clinical outcome for patients – we know that smokers and obese patients are at greater risk of harm from surgical interventions.
