The area around the base of Victoria Tower is currently a restricted access construction site with preparatory groundwork, including deep excavations, underway ahead of the full scaffolding build later this year. It is not safe for Member or public access or thoroughfare. The workers who need to access the area do so with numerous safety measures in place. A pedestrian walkway will be reinstated as part of the final full scaffolding build.

The scaffolding currently being constructed around Victoria Tower is a “safety deck” which protects workers in the restricted access construction site from any stone fall. It replaces the previous one which was not suitable to accommodate large groundwork equipment and machinery, and will be in place to enable preparatory groundworks for the full scaffolding build to be safely carried out from later this year.

In developing plans for the Victoria Tower Safety Project, several options were considered, including consideration for expanding the existing catchment area to maintain a pedestrian walkway. However, these alternatives did not fully mitigate the risk of falling masonry and were not deemed to represent value for money due to ongoing maintenence and the requirement for land licenses beyond the Parliamentary Estate. Full scaffolding and undertaking stone repairs was therefore identified as the most effective solution to fully mitigate future risks of stone fall.

To ask the hon. Member for Broxbourne, representing the Restoration and Renewal Client Board, what options are being considered for the occupation of Victoria Tower after the exit of the Parliamentary Archives.
The Parliamentary Archives are due to complete their move from the Victoria Tower in 2025. The future use of the internal space of Victoria Tower is currently within the scope of the Restoration and Renewal Programme as future occupation is likely to require substantial renovations. In line with the mandate set by the Houses, the Delivery Authority has been developing a wide range of options for the restoration and renewal work. These will be shortlisted into a smaller number of options by the R&R Programme Board and the R&R Client Board before summer recess and both Houses will be asked to approve a way forward later this year. The Programme will deliver to the requirements set by Parliament.
The Delivery Authority, working with the Restoration and Renewal Client Team and Strategic Estates, is currently considering the feasibility of early works that could be delivered as part of the Restoration and Renewal Programme in a number of areas including the Victoria Tower.

This complex project on the 160-year-old tower will involve the full scaffolding of the tower, repairs to the stonework which currently poses a health and safety risk, as well as all other fabric conservation works that can be meaningfully undertaken from a scaffold. Subject to further detailed analysis, it is expected to cost between £170–£250 million. A firm budget within this range will be released for approval in line with the Parliamentary Governance approval process in early 2024.

The full assessment of risks to the Parliamentary Estate, including the Victoria Tower, from the construction of the Holocaust Memorial can only be made once detailed design proposals are available to review.
Different construction and excavation plans will have different impacts and risks. We plan to install vibration monitors when and where appropriate.
It is expected that the Holocaust Memorial project team will engage with the House as a key stakeholder throughout the detailed design stage.

Excavations and piling work for the Holocaust Memorial and Learning Centre will be carefully managed and monitored to ensure minimal impact on the surroundings. There is no expectation that these works will impact on Victoria Tower.

The Senior Deputy Speaker has asked me, as Chair of the Services Committee, to respond on his behalf. The first floor of the Victoria Tower is 65 feet above ground level - emphasising its stature as the Royal Entrance - which means any flooding would only happen due to leaking pipe work at a higher level, or through the cast iron roof.
It is known that the cast iron roof is in a poor state of repair. There is water ingress from roof level, but it is not yet critical. However, if the roof is left unrepaired its condition will only deteriorate further. In addition, much of the roof drainage system is concealed within stonework, which makes precise assessment of its condition difficult without carrying out thorough intrusive surveys. These surveys would be technically difficult to carry out due to the height, location and design of building.
Water ingress is monitored and options are currently being explored to address the repair of the roof as part of the safety critical repairs to the Victoria Tower stonework.

The Parliamentary Archives will be removed from the Victoria Tower by the beginning of September 2025. The Victoria Tower occupies seven percent of the Palace of Westminster. Future use of the space is yet to be determined.
