Virgin Media has been fined £23.8m following the conclusion of Ofcom’s investigation started in 2023 into Virgin Media’s breach of their General Conditions.
We take people’s safety during this switchover very seriously. In November 2024, the Government secured further commitments from the telecoms industry, including Virgin Media, to protect vulnerable customers via the non-voluntary migrations checklist. This includes telecare-reliant customers.

We have heard from pension schemes and industry representatives about the impacts arising from this judgment for pension schemes, their members, and sponsoring employers. Potential impacts are likely to be different for individual schemes.
Where schemes do not have a way to demonstrate that historic benefit changes met the reference scheme test, we recognise that this could lead to uncertainty and additional costs.
No final decisions have been made but we are actively considering our next steps and will provide an update in due course.

Ministers and officials have regular discussions with senior representatives of mobile operators on a range of issues, including on the issue of mobile roaming, and the government will continue to promote a competitive marketplace that serves the interests of consumers.
I welcome the recent decision by VirginMedia and O2 to keep roaming free, meaning UK citizens can still use their mobile data, calls and texts across Europe with no extra charges.

I have discussed the issue with the Welsh Government’s Cabinet Secretary for Economy and Infrastructure and we are committed to working together to ensure the best outcomes for the individuals involved. The Department for Work and Pensions and Welsh Government are working closely together to provide redundancy support.

Following the announcement that Virgin were consulting on closing their Swansea site, I spoke with the Chief Executive Officer to discuss their plans. I sought to facilitate re-consideration and establish a dialogue with the Welsh Government. I sought assurances that Virgin would support all employees who have been asked to relocate, who may be in a role at risk of redundancy or who may wish to take another role with Virgin Media or one of their partners.

This is a commercial decision for Virgin Media and I have asked them to re-consider and sought to facilitate a dialogue with the Welsh Government. The Government is working closely with both Virgin Media and Sitel to ensure affected employees are able to find alternative employment as quickly as possible. DWP’s Rapid Response Service and the Welsh Government’s ReAct have several tools which they can deploy to ensure that this is the case. In addition, the Government has engaged with local contact centre employers to ensure that any vacancies are shared at the earliest opportunity.

Using the new powers in the Digital Economy Act 2017, Ofcom has introduced, amongst other actions, an Automatic Compensation Scheme that will benefit around 90% of landline and broadband customers in the UK from early 2019. As part of this scheme, if a provider promises a residential customer to start a new service on a particular date, but fails to do so, they will have to pay £5 for each calendar day of delay. For business customers, Ofcom is also introducing new rules to ensure all SMEs are given clearer, more detailed information upfront about what service quality to expect. This includes whether they can claim compensation when problems occur.
At present, if the charitable organisation has a customer relationship with Virgin Media, the complaint for failing to provide telecommunication services can be pursued with Virgin Media. If Virgin Media are unable to resolve the situation within eight weeks, or where the complaint reaches deadlock, the case can be referred for alternative dispute resolution (ADR) to the Communications & Internet Services Adjudication Scheme (CISAS), providing it meets the schemeâs eligibility criteria.
