To ask the Secretary of State for Education, if she will issue guidance to secondary schools on how to support students starting year 10 in 2027 who want a technical or vocational education ahead of the 2028 introduction date.
Our ambition is to give every young person access to high-quality academic and technical education pathways from age 14 and to support progression into further study, training and skilled employment. We recognise that having access to high-quality vocational qualifications at school, alongside a strong academic core, is essential to help pupils consider the range of post-16 pathways available.
Schools are free to decide which qualifications they will offer in each subject they teach. However, as part of their duty to teach a broad and balanced curriculum, schools are expected to offer a range of subject options to help meet the aspirations of all pupils.
There are a range of Level 1 and 2 Technical Awards already available, which can be found in the 2027 performance tables list, available at: https://www.gov.uk/government/publications/key-stage-4-qualifications-discount-codes-and-point-scores.

Education and skills policy is devolved in Wales. The Welsh Government is responsible for vocational education and training provision in Cardiff West.
The department has regular conversations with counterparts in the Welsh Government in relation to education policy, including on vocational pathways.

The department is still at an early stage in developing the new technical education pathways. Our ambition is to ensure every young person has access to high-quality technical education pathways from age 14, supporting progression into further study, training and skilled employment.
We will work with the Mayoral Strategic Authorities and local leaders to design locally tailored, vocationally focussed pathways for each region, with rollout beginning from September 2028. This will include co-designing a national framework that provides a recognisable national offer with clear and consistent standards and expectations, while enabling areas to tailor pathways to local labour market needs and growth priorities.

The department is at an early stage of developing the new technical education pathways. Our ambition is to give every young person access to high-quality technical education pathways from age 14 and support progression into further study, training and skilled employment. As part of these pathways, we will work with Ofqual and other key partners to develop high-quality vocational and technical qualifications which give clear routes into T Levels, the new V levels, apprenticeships, universities and beyond.

T Levels are the flagship technical qualification for 16 to 19-year-olds and include a mandatory industry placement. These placements provide students with substantial, high-quality, hands‑on experience to develop the skills needed for future employment. Departmental guidance supports providers and employers to design placements with learning goals linked to curriculum content, enabling students to apply the skills and knowledge gained through their qualification. The department also provides a national programme of support to help employers deliver high-quality industry placements, including workshops, webinars and practical online guidance. Further details can be found at: https://employers.tlevels.gov.uk/hc/en-gb.
In addition, the government is introducing new technical educational routes from age 14. These new pathways will combine high-quality vocational qualifications alongside GCSEs, careers guidance and meaningful work experience opportunities. The department will work closely with the Careers & Enterprise Company to provide guidance for employers on offering high-quality work experience placements aligned with these pathways.

Further education providers are informed of employer need through the Local Skills Improvement Plan, which is led by employers and strategic authorities. All applications to the Post-16 and Construction Skills Capacity Fund were scored on alignment with local and national skills need.
For the Construction Skills Capacity Fund bids specifically, contributions (cash and/or in-kind) from employers were mandatory and scored as part of the assessment. This reflects the critical importance of employer engagement and support in expanding construction provision.

The department is working closely with employers, providers, awarding organisations and higher education institutions to design high-quality technical and vocational qualifications that reflect workforce needs. These new qualifications will be based on occupational standards, developed by Skills England and co-created by employers, helping to define the content that students need to become competent in their chosen sector.
New V Levels and Foundation Certificates will be aligned with these occupational standards creating clear progression pathways into further study or work-based training, including apprenticeships.
T Levels and Occupational Certificates will be directly aligned to occupational standards and will support greater specialisation. They will enable students to develop the knowledge, skills and behaviours required for skilled employment in their chosen sector, and in the case of T Levels, progression to higher education.
Employers and sector experts are helping to shape nationally set qualification content through ongoing engagement as part of our subject stakeholder groups and responding to our content consultations.
