On 16 July 2005, Private Leon Spicer and Private Phillip Hewett, both from Tamworth, and Second Lieutenant Richard Shearer from Nuneaton, were tragically killed in Iraq. More than 20 years on, our communities continue to remember their service and reflect on the ultimate sacrifice they made. The Staffordshire 3 Group, chaired by Anthony Frith, has worked tirelessly to fundraise for a memorial, which is due to be unveiled next month—an event to which, of course, the Prime Minister is warmly invited. Will the Prime Minister join me in paying tribute to these three brave men, and in commending the Staffordshire 3 Group for its dedication to ensuring that their legacy is never forgotten?

To ask the Secretary of State for Defence, when his Department plans to refurbish the Boer War Memorial at St Lucia Barracks in Omagh, County Tyrone.
To ask the Secretary of State for Defence, when his Department plans to refurbish the Boer War Memorial at St Lucia Barracks in Omagh, County Tyrone.
The Department has no plans to refurbish the War Memorial at St Lucia Barracks, as the site is currently in the process of disposal. Responsibility for any future refurbishment will fall to the new owner.
The memorial tablet to the fallen soldiers of the 2nd Battalion Royal Inniskilling Fusiliers is attached to a wall with listed status. It is itself considered to be part of that listed structure and therefore also protected.
Monthly site inspections are conducted by our personnel to assess the buildings safety and security.

The government recognises the hard work of the Munitions Workers and is extremely grateful for their input and sacrifices made during both World Wars.
Munitions workers are included on the Women's War Memorial in Whitehall. In addition, several trees have been planted at the National Arboretum in Litchfield and many former factories have memorials including, ROF Swynnerton, ROF Rotherwas and Aycliffe Newton.

The Memorial Grant scheme rebates VAT on eligible works to memorials and had a budget of £150,000 in this financial year. No formal assessment has been made of the specific impact of closing the scheme. The new £2 million War Memorial Fund will support the conservation and repair of war memorials across the UK. We are currently working with the National Heritage Memorial Fund and the War Memorials Trust to develop scheme criteria and this will include how to proactively engage local communities with at-risk war memorials.

Responsibility for military memorials is split between several organisations, depending on the type and location of the memorial.
Across the globe, the Commonwealth War Graves Commission maintains 23,000 war memorials and war cemeteries commemorating 1.7 million commonwealth casualties who died during the First and Second World Wars. During the Financial Year 2024-25, the Ministry of Defence contributed £56.3 million Grant in Aid funding to support this core commemoration to a high standard, sometimes in inhospitable locations.
Additionally, there are many military memorials, both within the UK and abroad, which have been established, and are owned by institutions such as local authorities, charities, churches, museums, schools, businesses and private individuals. The care and maintenance of such memorials are the sole responsibility of the owner.
