To ask the Secretary of State for Foreign, Commonwealth and Development Affairs, what assessment his Department has made of the effectiveness of Water Aid’s hand washing programme in Ghana.
WaterAid is an active partner in delivering outcomes for vulnerable people under the Hygiene and Behaviour Change Coalition (HBCC). Between April 2020 and October 2021, WaterAid in Ghana helped deliver 25,000 bars of soap and 3,000 hygiene kits; trained 177 Community Health Workers in Covid-19 prevention and to promote handwashing; and installed 95 handwashing in health care facilities. The HBCC partners reported that between 57 per cent and 98 per cent of the targeted population in 14 countries were practicing handwashing with soap at five critical times to help prevent illness after the intervention.
Ghana conducted a population and housing census in 2021 - for which the UK's Office of National Statistics provided technical support. As of 2021, 32 per cent of Ghana's population is using piped water. Further progress is still needed to close the gap between rural and urban populations, respectively at 29 per cent and 34 per cent.

WaterAid received over £24million of DFID funding from April 2013 to March 2016. We have so far committed £4.7million in funding for April 2016 to March 2018.
DFID funding has contributed to WaterAid directly reaching more than 2 million people with safe water and over 3 million people with sanitation in the last year alone. In addition, our Programme Partnership Arrangement (PPA) funding, effective from 2011 until the end of 2016, enabled WaterAid to improve their overall organisational effectiveness by supporting them to develop stronger Monitoring and Evaluation systems; improve their Value for Money framework and supported growth and innovation throughout the organisation.

The Government are taking a great many measures on water, sanitation and hygiene—WASH. We have so far enabled 1.9 million to gain access to clean drinking water and 2 million to gain access to improved sanitation, and 6.6 million have been reached through DFID support for hygiene promotion. We know more has to be done, particularly in urban areas as those areas increase.

I welcome the Minister’s positive comments on WaterAid and her commitments in respect of world water day, but does she recognise that, currently, UN statistics on the millennium development goals measure only who has improved water, not how many people actually have safe and sufficient water? Will she ensure that a more robust standard is used and is at the centre of DFID’s work?

I will certainly take up the hon. Gentleman’s point on how we measure such things, but the Government have doubled their commitment to reaching 60 million people with WASH funding. We are looking to scale up WASH, because we simply are not reaching enough people at the moment and the millennium goal is off track.

WaterAid is an important partner for the Department for International Development (DFID). WaterAid and other NGOs will be essential partners in helping us to scale up our results in WaSH, as announced on 20 April 2012.

That this House notes WaterAid's valuable contribution to eradicating poverty in its first 21 years; congratulates WaterAid's achievement in becoming the leading United Kingdom charity dedicated to the provision of safe domestic water, sanitation and hygiene promotion to the world's poorest people; recognises the dedication of WaterAid and its supporters in assisting over seven million people who have gained access to safe water; notes with extreme concern that 1.1 billion people in the world do not have access to safe water and 2.4 billion people do not have access to adequate sanitation; and therefore calls on the Government to argue for the prioritisation of water and sanitation at the forthcoming World Summit on Sustainable Development.
