The adequacy of South Staffs Water's metering programme is assessed through the company's statutory Water Resources Management Plan and regulatory oversight arrangements. Defra does not hold a published forecast of household meter installations by local authority and financial year. Detailed delivery assumptions are a matter for the company and regulators.

Ofwat set specific performance commitments for water companies including on leakage. South West Water continues to underperform on leakage, and the company did not meet its 2024 target. Government expects Ofwat to enable fair prices for customers through the setting of licence conditions and guaranteed service standards. To further support this, Government is enabling the largest smart meter rollout to date over this price review to protect customer bills by, identifying and eradicating leakage.

On 13 August 2026, Ofwat published draft determinations under its Cost Change Process, provisionally announcing up to £3.4 billion of additional expenditure for certain companies where costs or requirements were uncertain at PR24.
These draft determinations remain subject to consultation and further regulatory scrutiny, and Ofwat will publish its final decisions in December 2026.

WaterSure is funded through a cross-subsidy within each water company area, with the cost met by customers of that company who do not receive WaterSure support. Cross-subsidy payments differ company to company because each supplier's local operational costs and regional demographics.

This Government is committed to a fair, affordable and accessible water system and are acting to protect vulnerable customers from rising bills, while balancing affordability with the need for investment to secure clean and reliable water services and improve the environment. Support Schemes, including WaterSure, social tariffs and debt assistance, are available for vulnerable customers.
Smart meters will provide customers in England with greater control over billing. The Government is working with Ofwat to monitor the impact smart meters will have on billing, as well as working with the Smart Water Meter Delivery Group (SWMDG) to ensure that the benefits of smart meters are realised for customers.

Water companies are responsible for the design of their social tariffs and may take different approaches when assessing household income, including when considering Universal Credit and housing cost. Government is working with industry to keep support schemes under review to ensure that vulnerable customers are supported. In addition, we are reforming the statutory WaterSure scheme, including extending eligibility and increasing support for qualifying households.
