To ask the Secretary of State for Energy Security and Net Zero, if she will take steps to acquire the Intellectual Property for the proposed advanced boiling water reactor development at Wylfa from Hitachi.
To ask the Secretary of State for Energy Security and Net Zero, if she will take steps to acquire the Intellectual Property for the proposed advanced boiling water reactor development at Wylfa from Hitachi.
Wylfa is a candidate for new nuclear and one of a number of potential sites that could host civil nuclear projects.
As a first step towards developing the new nuclear National Policy Statement, the Government is consulting on a proposed way forward for determining how new nuclear developments might be located. Separately, Great British Nuclear is working with Government to support access to potential sites for new nuclear projects.
Given the NPS consultation and any discussion regarding sites would be commercially sensitive, it is too early to say more on any approach to specific sites.

Regulatory Justification represents the process of considering the benefits of a particular class or type of practice in light of the potential health detriments associated with it.
The types of practices covered by this process vary significantly and the comparison of benefits and detriments is dependent on the nature of the practice being considered. Applicants are expected to appraise the benefits and detriments associated with their proposed activity and these applications are scrutinised by Government prior to making a justification decision.
Consideration of energy security, including reliability, and other economic effects associated with the UK ABWR is set out in Chapter 5 of the Regulatory Justification decision. In considering these aspects, my rt. hon. Friend the Secretary of State took account of the application, views expressed as part of public consultations on both the application and proposed decision and relevant Government policy at the time.

The Office for Nuclear Regulation and the Environment Agency announced on 6 January that they are progressing to the next phase of Generic Design Assessment of the UK Advanced Boiling Water Reactor. The assessment is a matter for the regulators but I understand that they expect to complete GDA by 2017. As with other such assessments, the full cost of GDA will be charged to the Requesting Party which submits the design for assessment.
To ask the Secretary of State for Energy and Climate Change whether the advanced boiling water reactor design employed by Hitchi for nuclear power generation was subject to his design assessment approval process.

The GE-Hitachi Advanced Boiling Water Reactor (ABWR) has not, as yet, been assessed by the independent nuclear Regulators (Office for Nuclear Regulation and the Environment Agency) as part of their Generic Design Assessment (GDA) process. I welcome Hitachi's announcement on 30 October that following completion of its purchase of Horizon it will immediately work towards achieving acceptance of the ABWR for potential construction in the UK through the GDA process.
