That this House notes with deep sadness the 40th anniversary of the massacre at Darkley Gospel Hall which took place as families with children and babies who had gathered to worship on 20 November 1983 were shot at with over 70 bullets that killed three men and injured others; extends sincere sympathies on the anniversary of this despicably wicked act to those families who grieve, to those who still deal with their physical injuries and to those left with the mental and emotional scars of the day they went to church to worship God and were met with the evil face of terrorism; highlights the fact that even in their grief and shock their call was for no retribution and pointing to the God of all comfort; and assures the people of this community that we will not forget the horror of the attack on this Church nor allow anyone to portray this as a justifiable part of freedom fighting, acknowledging that there was and can be no excuse for the choice to carry out this vile atrocity.

That this House welcomes news of the end of the policy of prisoner dispersal applied to Basque politically motivated prisoners for over 30 years and that the remaining 156 prisoners are now held in jails in the Basque country; agrees that this is a positive step towards a lasting and just peace in the Basque country, Spain, France and Western Europe as a whole; finds this news particularly topical in the context of the 25th anniversary of the Good Friday agreement and the successful peace-building measures it enabled, such as the prisoner release scheme; notes that peace efforts in the Basque country and elsewhere have taken inspiration from the latter; commends the efforts of the many people, organisations and institutions who have worked over the years to achieve peace in the Basque country; calls for outstanding issues to be addressed in a positive and comprehensive manner, including the ongoing application of standard penitentiary law to remaining prisoners; commits to follow events in the Basque country and to work so that peace takes firm root and the events of the past never happen again; and urges the Secretary of State for Foreign and Commonwealth Affairs to encourage such efforts.

That this House notes with puzzlement the decision of the Spanish Electoral Board, the body charged with the conduct of the forthcoming Spanish General Election, in ordering the removal of a yellow ribbon sign from the balcony of the Catalan Delegation to the UK's offices in Central London, the yellow ribbon being the symbol of solidarity with Catalan political prisoners; wonders how such a display could possibly influence Spanish voters in Spain; is further concerned that two members of the Electoral Board are also Supreme Court judges who are hearing the trial of 12 Catalan leaders on charges of rebellion and sedition in relation to the October 2017 independence referendum; and notes that while both judges abstained on the vote to ban the symbol they were in attendance at the meeting and returned to the resumed trial where a number of the accused are candidates in that election.
