To ask the Secretary of State for Health and Social Care, what additional financial support his Department will be providing to (a) Manchester Royal Infirmary and (b) Withington hospital as a result of the 2020 Spending Review.
We are delivering on our historic long-term settlement for the National Health Service, which will see funding increase by £33.9 billion by 2023-24. We are now confirming an additional £3 billion for the NHS next year, on top of the long-term settlement, to support the recovery from the impact of COVID-19.
Further funding to help ensure the NHS can continue to meet the ongoing costs of tackling COVID-19 will also be set out in the New Year. This will then allow planning guidance for 2021-22 to be communicated to the system and for individual organisations such as Manchester Royal Infirmary and Withington Hospital to agree financial plans. The Government is working with NHS England and NHS Improvement to ensure the NHS has all it needs to plan effectively ahead of the new financial year in April.
That this House expresses grave concern about the proposals drawn up by South Manchester Health Authority and approved by the North Western Regional Health Authority to reorganise hospital provision in South Manchester, involving the closure of Withington Hospital as a district general hospital; applauds the lobby of Parliament on 23rd November, organised by the Save Withington Hospital Campaign; calls for the reconsideration of the proposals forthwith, based on the counter-proposals put forward by the South Manchester Community Health Council; and asks the Secretary of State for Health not to approve any proposals until a proper consultation has been conducted in Manchester on these counter proposals.

That this House expresses grave concern about the North Western Regional Health Authority's proposal to reorganise hospital provision in South Manchester, involving the closure of Withington Hospital as a district general hospital; regards the proposal as one that has less to do with any rational provision of health care in the district than with the rationing of resources needed to provide hospitals as close as possible to the communities they serve; calls for reconsideration of the proposal forthwith in a review that would take account of Manchester's needs as a whole for hospital provision; and asks the Secretary of State for Health to consult urgently with the City's elected representatives and certainly before any definitive decision is taken.
