Mrs. May: To ask the Secretary of State for Education and Employment how many copies of "Voices" magazine have been published; how many have been distributed and to whom; and what was the cost of publishing this magazine. [97311] Ms Jowell: [holding answer 5 November 1999]: 20,000 copies of the "Voices" magazine were published. The publishing and production costs were £59,976.80. The cost of the publication was shared in part with other Government Departments. Every copy of "Voices" has been distributed. Copies were sent to approximately 2,000 women who attended the Listening to women roadshows, as promised to them, the Women's National Commission, all GP's surgeries and Primary Health Care Directors and NHS and Local Authority Chief Executives, Citizens Advice Bureaux, the Equal Opportunities Commission and the Commission for Racial Equality, media contacts and individual requests from members of the public, universities, local authority services etc. Copies were sent to the Parliamentary Library, Cabinet Ministers, women MPs and Peers, The Welsh Assembly, The Scottish Executive and the Scottish Women's Forum, The Northern Ireland Executive, Women MEPs, three EU Commissioners, Civil Service Departments and appropriate branch heads. There is a significant demand for "Voices" from a wide range of sources, so a re-print of 10,000 copies has been ordered to meet these requests. This will cost a further £17,439. Copies of "Voices" will be distributed to all public libraries shortly. Copies have been sent to the UN, the European Commission and overseas contacts. The Key points, Government actions and contact numbers in "Voices" were also published in a summary leaflet. Approximately 250,000 leaflets were printed at a cost of £12,927 and these are being distributed through retail outlets (Bhs and Mothercare) and GP surgeries to ensure we reached as many women as possible.

Mr. Berry: To ask the Minister for the Cabinet Office if he will list the arrangements and mechanisms whereby the Women's Unit will ensure that women's interests are taken into account in the development and delivery of policies by all Government Departments in line with the performance targets. [71533] Ms Jowell: I have been asked to reply. "Policy Appraisal for Equal Treatment" was issued jointly by my right hon. and noble Friend the Minister for Women, my right hon. Friend the Home Secretary and my right hon. Friend the Secretary of State for Education and Employment in November 1998. These guidelines, which were placed in the Library on 5 November 1998, show how to ensure that both policy making and service design consider the impact upon women and other groups. They have been sent to all Departments and agencies under cover of a note from the Cabinet Secretary emphasising their importance. This updated previous guidelines issued in 1992. As set out in the Cabinet Office Public Service Agreement (PSA) (published as part of the "Public Services for the Future" White Paper in December 1998), the Women's Unit will develop further guidance for policy makers by the end of the year on how to consider the needs and requirements of women. This will supplement the policy appraisal guidance. This will be circulated to all Government departments and placed in the Library when complete. The Women's Unit worked closely with Her Majesty's Treasury and other Departments in the development on PSAs which reflect women's interests. A performance target on tackling domestic violence against women has been included in the PSA for the Home Office and on the National Childcare Strategy in the PSA for the Department for Education and Employment. My right hon. and noble Friend the Minister for Women sits on the relevant Cabinet Committee which will be monitoring Departments' performance. Monitoring will cover the handling of cross-cutting issues, including women's interests. The Women's Unit convenes a women's policy group of senior officials from Departments across Whitehall with responsibility for women's issues in their Departments. This group maintains an overview of activity to ensure that women's interests are taken into account coherently and consistently. The Director of the Women's Unit is also responsible for the Women's National Commission (WNC), the advisory non-departmental public body on women. The WNC represents some 50 organisations with around 8 million members, and provides advice and comment on all aspects of Government policy.

Mr. Cohen: To ask the Minister for the Cabinet Office if he will make a statement on the administrative arrangements within his Department relating to (a) the Women's National Commission and (b) the Women's Unit. [64091] Mr. Kilfoyle: The Women's Unit (WU) supports the Ministers for Women in ensuring that the interests of women are taken into account throughout Government. The Women's National Commission (WNC) is a Non- Departmental Public Body (NDPB) which carries out an agreed annual work programme to help provide Government with the informed opinion of women through its member organisations which together represent more than 8 million women. The WU and WNC moved to the Cabinet Office following the Cabinet reshuffle last July. The Minister for Women, the right hon. Baroness Jay, carries Ministerial responsibility for the work of the Women's Unit and the Women's National Commission. The spokesperson in the House on women's issues is my right hon. Friend the Minister of State for Public Health. However, the Cabinet Office provides office accommodation and services for WU and WNC staff, the majority of whom are on loan to the Cabinet Office from a number of Whitehall departments. For line management purposes they report to Cabinet Office senior management. The Permanent Secretary of the Cabinet Office is the accounting officer responsible for WU and WNC expenditure. The Director of the Women's Unit holds delegated responsibility for the budget. The WNC has recently been subject to a quinquennial review and a report of the review's findings will be placed in the Library of the House shortly.
