To ask the Secretary of State for Work and Pensions, if he will provide an update on his Department's work to abolish the Work Capability Assessment as outlined in the 'Pathways to Work' Green Paper 2025.
To ask the Secretary of State for Work and Pensions, if he will provide an update on his Department's work to abolish the Work Capability Assessment as outlined in the 'Pathways to Work' Green Paper 2025.
The Pathways to Work Green Paper outlined our plan to end the link between capacity to work and additional financial support and the binary categorisation of claimants as “can or can’t work” by abolishing the Work Capability Assessment (WCA). Instead, any extra financial support for health conditions in Universal Credit will be assessed via a single assessment – the PIP assessment (in England and Wales) – and be based on the impact of disability on daily living, not on capacity to work.
Due to its link with the Personal Independence Payment (PIP) assessment, Work Capability Assessment abolition will not take place until after the Timms Review into PIP has reported. We are currently considering how the future system will operate and will provide further information in due course.

We prioritise initial assessments for new benefit customers to ensure that people receive the correct entitlement and employment related support as early as possible. Reassessments are carried out when there is capacity in the system to do them. We have no immediate plans to change this approach. We are, however, taking steps to extend the period between PIP assessments, to increase the amount of assessment resource available for WCA reassessments.
When an individual is reassessed, if the outcome of the assessment means they are entitled to a higher rate of benefit, that rate will be backdated accordingly.

The number of outstanding claimants awaiting Work Capability Assessment (WCA) reassessment has been significantly reduced, with 97% of pre-May 2025 cases now cleared. The remaining reassessments continue to be progressed, and we expect processing times to improve further as assessment capacity increases
The department is taking a number of steps to increase the capacity of the Health Assessment Advisory Service to deliver WCAs, including reassessments for existing Universal Credit (UC) claimants. This includes the recruitment and training of additional healthcare professionals across all assessment suppliers, alongside improvements to workforce planning to better align available resources with demand. The department continues to monitor assessment volumes closely and works with suppliers to ensure sufficient capacity is in place to reduce waiting times and support timely reassessment activity.
The department prioritises WCAs for new claims in order to minimise waiting times and ensure that individuals receive the correct benefit entitlement as early as possible. We recognise that some existing claimants may experience delays when awaiting reassessment and continue to keep the impact of these arrangements under review while taking steps to improve overall assessment capacity and reduce waiting times.
Claimants awaiting reassessment continue to receive their existing rate of benefit in the meantime. Where a reassessment results in entitlement to a higher rate of benefit, any increase due will be backdated in line with the date entitlement arose.

We have increased the recruitment and training of additional healthcare professionals across all suppliers, alongside improvements to workforce planning to better match resources to demand. Assessments are delivered through a multi-channel approach ensuring that individuals are assessed in the most appropriate way based on their circumstances.
The department continues to monitor volumes closely and works with suppliers to ensure sufficient capacity is in place to reduce waiting times and support timely reassessment activity. In addition, improvements to digital systems and scheduling processes are helping to increase productivity and make more efficient use of available assessor time.
The department also works closely with its suppliers, including Serco, under robust contractual arrangements. Details of these contracts are publicly available here. Service level agreements (SLAs) are set out within the contracts and performance against these are monitored on a continuous basis through regular management information, formal performance reviews and governance meetings. Where performance falls below expected standards, the department can apply contractual remedies, including improvement plans and, where appropriate, financial remedies.
