My hon. Friend raises a really important point. The reason I took up this role is that I want the World Bank to do more to make adaptation and resilience go further and faster and to make it simpler and more accessible. We know from events around the world how vulnerable countries on the frontline of climate breakdown are, and I undertake to him and to the House that I will make that a top priority.

I welcome the Foreign Secretary’s decision to show personal leadership in acting as the UK Governor to the World Bank, given the wildfires that we have seen in Europe across the summer and the flooding in Nepal. Will he tell us how he intends to use the UK’s influence to ensure that adaptation and resilience finance is accessible much more quickly to those countries that need it most?

To ask His Majesty's Government whether they have provided financial support to the World Bank's HEAL project in Ukraine.
To date, the UK has committed up to £577 million in humanitarian assistance to Ukraine and the wider region, including for those who have been forced to flee their homes and are now internally displaced. This funding helps deliver essential services, such as access to food, healthcare, and shelter, through trusted partners working closely with the Government of Ukraine.
The UK has not provided direct funding to the World Bank's Health Enhancement and Lifesaving Ukraine Project, but we work with the World Bank on the delivery of the SPIRIT programme (Social Protection for Inclusion, Resilience, Innovation, and Transformation) and other regional initiatives that strengthen social protection and recovery efforts.

Since February 2022, the World Bank has mobilised nearly $82 billion in support for Ukraine, through a range of financing instruments using a combination of its own and donor resources. The International Monetary Fund currently supports Ukraine through a 4-year Extended Fund Facility, which was approved in March 2023, and has disbursed $10.6 billion as of 30 June 2025. Other multilateral institutions have provided tens of billions of financing since the start of the full-scale invasion, including EU institutions.

The UK works closely with the World Bank (WB) to strengthen the position of the City of London as a global financial centre. The World Bank Group has 70 staff members in London, which is one of three International Finance Corporation (IFC) Treasury Hubs.
IFC, WB's private sector arm, has an active committed investment portfolio of over $5.2 billion with UK businesses. The UK is the largest investor country for the Multilateral Investment Guarantee Agency (MIGA), with an exposure of $7.4 billion.
The City is also a centre of innovation. For example, last month, with support from the UK, the IFC sold $500 billion of assets on the London Stock Exchange in a breakthrough transaction which will create a new asset class for UK and international investors.

The UK supports the UN80 reform initiative and is working closely with the Secretary-General and member states to deliver meaningful reform. We are advocating for a bold vision of a UN that focuses once again on core tasks and maximum impact. The UK, as a major shareholder of the International Monetary Fund (IMF) and the World Bank, will also continue to influence and shape these institutions in line with our modernised aid approach.
