No funding has been provided to DigiGov Expo 2025 by either the Crown Commercial Service or the Cabinet Office.

DBT conducted an evaluation of the UK presence at Expo 2020 Dubai. This provided accountability and learning to inform continuous improvements. The lessons are directly feeding into planning and delivery of the UK presence at Expo 2025 Osaka.

DBT have taken lessons learned from previous Expos and other major events (including Commonwealth Games and Investment Summits) to inform the planning and design of the UK Pavilion at Expo Osaka.

His Majesty's Government is committed to delivering a high-quality UK presence at Osaka Expo 2025. The UK Pavilion will promote the UK as a global science, tech and innovation superpower. It will also celebrate our deepening and highly productive strategic partnership with Japan, articulated in the historic Hiroshima Accord signed by Prime Minister Sunak and Prime Minister Kishida of Japan in May 2023.

Requirements for staffing the UK pavilion are still being scoped and therefore estimated costs are not currently known.

The Department for Business and Trade is organising the UK Pavilion at Osaka Expo 2025 on behalf of His Majesty's Government. The Department's estimated total budget for delivering the UK's presence is £58.39m. This is funded from contributions from existing budgets.

Significant additional funding is being sought from the private sector to offset costs to the taxpayer. This work is in train - it is not therefore possible to accurately estimate private sector funding levels at this point.

Construction for the UK pavilion in Osaka will commence in early 2024. Construction will be completed ahead of the Expo opening on 13 April 2025.

UK Government will be working with as many British businesses as possible to showcase the UK across Japan and the Asia Pacific region, as well as promote foreign direct investment in the UK. This work is on-going; the total number of businesses that will be involved is not yet confirmed.

There are currently no plans for the UK to bid to host a future Expo.

The UK pavilion recorded 1.1 million visits. To note ‘visits’ does not necessarily equate to separate individuals, who may have visited more than once. The number of individual visitors is not known.

Although not directly comparable, for planning purposes, the UK at Expo 2020 anticipated 10% of overall visits to the wider Expo event which was based on visitor attendance at the previous Expo. The organisers of Expo in Dubai announced 24.1m actual visits, whilst the UK registered 1.1m, equating to 4.6%. Our assessment is that this was due to the much larger scale of the Dubai Expo, and the site configuration which resulted in less overall footfall past the UK Pavilion.

The number of business contacts was not set or captured as a key success metric.

The cost to design the pavilion was £2.83m. The cost to build and maintain was covered under one contract and therefore these costs are being finalised as decommissioning (including dismantling) of the pavilion has only recently been completed.

Expo 2020 Dubai runs from 1 October 2021 to 31 March 2022. Between 1 October and December 31, the latest reporting period available, spend on contracted staffing services at the UK Pavilion of £103,754 was reported. This excludes salaries of DIT staff. Spend on DIT staff working at the event and staff located in the UK providing critical support was reported to be £669,474.

The Travel and Transport companies who were involved in the Thought Leadership activity on the UK Pavilion were: Royce, Vertical Aerospace ltd, BP, Atkins Acuity, Riversimple, Ryze Hydrogen, Wrightbus, Ev.energy, Arity, Thales, CoMoUK, Artemis Technologies, ZigZag, Thompson Aero, Space Hub Sutherland, Aston Martin, Wood group PLC, Shell, LEVC, JLR.

The activity at the UK Pavilion is arranged by the UK Government via the Department for International Trade (DIT) and also by sponsors and UK companies/organisations using the space to deliver their own events and messages. The number of UK companies from the Travel and Transport Industries that have taken part in the DIT programme as speakers, panellists and providers of podcasts online and physically to date is 20. The number of companies (UK and Overseas) who participated as audience was in excess of 300 and continues to be counted as our on-demand content is accessible until the end of Expo 2020 Dubai, on 31^st March 2022.

The UK Pavilion at Expo 2020 Dubai is the centre point of a business culture education and tourism programme that promotes the UK and UK companies in a number of different ways. UK expertise and excellence is promoted through the retail of food and drink, physical showcasing, thought leadership sessions, business and networking events and through online podcasts, virtual events and media/communications.

The Department for Transport (DfT) has provided £3m funding towards the costs of the Government’s pavilion at ExPo 2020 Dubai.

Staffing of the Government’s pavilion is the responsibility of the Department for International Trade, therefore no DfT staff have been assigned to work at the pavilion.

Costs are routinely assessed each month as part of the department’s financial governance process and are expected to remain affordable within DITs 2021-22 control totals.
