There was no veto. It is right that the Government look at all projects through a value-for-money lens. I was very pleased to be in Morocco, I remain engaged with its Foreign Minister, and I will build on that strategic visit. There is much to do over the coming months.

To ask the Secretary of State for Energy Security and Net Zero, what recent assessment he has made of the deliverability of the X-Links project with Morocco.
The Government is considering – without commitment – the viability and merits of the Xlinks Morocco-UK Power Project, a private sector-led proposal for a large-scale renewable energy project between the UK and Morocco.
As part of this consideration, we are actively assessing a range of issues including the project’s deliverability and technical viability, value for money, legal issues and the project’s alignment to wider government policy. This work continues at pace, and we will provide an update on our considerations in due course.

When will the Government decide whether to support the UK-Morocco power project?
To ask the Secretary of State for Energy Security and Net Zero, what assessment she has made of the implications for her polices of the planned installation of a (a) sub-sea electricity generation and (b) storage connection between the UK and Morocco by 2030.

The Government is interested in the Xlinks UK-Morocco Power Project, which is a proposed large scale onshore wind, solar and battery storage site in Morocco that would exclusively supply renewable power to the GB grid via high voltage direct current subsea cables.
The Government recognises the potential of the project and is now developing an Outline Business Case, which is a more detailed phase of evaluating – without commitment – the viability and merits of the project and how it could contribute to the UK’s energy security.

As the Government set out in the Energy Security Plan, we are actively exploring the potential for international projects to provide clean, affordable and secure power. We are interested in the Xlinks Morocco-UK Power Project and are considering – without commitment – the viability and merits of the proposal to understand if it could contribute to the UK’s energy security.
We have been engaging with the developer over the past 12 months, and in January established a departmental team to assess the project through a Business Case process that is ongoing. The team has spent an estimated around 9,500 hours on this project.

Xlinks has indicated that the project can supply 3.6 GW of capacity, approximately 8% of GB transmission demand (or approximately 6% of peak underlying – transmission and distribution – demand), from 2030. The Department has not verified the feasibility of proposed capacity of the project and project timelines.
