DCMS published research in 2024 that found decreased investment in youth provision correlates with rises in shoplifting, bike theft, and reoffending among young offenders aged 15-17.
This Government recognises the vital role youth services play in providing opportunities for young people to live safe and healthy lives. In December 2025, DCMS launched “Youth Matters: Your National Youth Strategy”. This ten year strategy will ensure every young person across the country has somewhere to go, someone who cares for them and a community they feel part of. It is funded by over £500 million from DCMS. We are currently designing how this funding will be spent, with input from a wide range of stakeholders, and are committed to working with areas of greatest need across England.
Local Authorities have a statutory duty to secure, so far as is reasonably practicable, sufficient provision of youth services in their area. We will explore reviewing this duty as part of a wider review of local statutory duties. Through our Local Youth Transformation programme we will continue to support local authorities to rebuild a high-quality offer for young people and transition back to local youth services leadership.

The Government does not centrally collect data on total youth club closures. However, YMCA research indicates that the number of local authority-run youth centres in England fell from 860 in 2011-12 to 379 in 2024-25.
We are committed to securing a bright future for our youth clubs, and in December 2025, DCMS launched the “Youth Matters: Your National Youth Strategy” 10 year plan. This strategy will ensure every young person across the country has somewhere to go, someone who cares for them and a community they feel part of. It is funded by over £500 million from DCMS for fulfilling things to do outside of school, support when and where young people need it, and more youth clubs and trusted adults. This includes £350 million to refurbish or build up to 250 youth facilities through our Better Youth Spaces programme.

She and I have had many discussions over the last 18 months, as we have delivered the first national youth strategy in a generation, led and written by young people, to ensure that every young person in this country has somewhere to go, something to do and someone who cares.

Youth centres such as High Oak in Dudley, run by Angela Edwards, are finding it harder each year to stay open because of insecure funding, despite Dudley having some of the highest levels of young people not in education, employment or training. More youth centres and more secure long-term funding are desperately needed. What support can my right hon. Friend provide to these youth centres to ensure that the youth of today and of the future are supported?

This Government is committed to rebuilding and improving local youth services to ensure every young person across the country has a community.
We’re also investing in the #iWill Movement to support place-based youth social action work. In this work, young people will play an active role in addressing local issues, supporting their sense of belonging and connection to community.

To ask the Secretary of State for Culture, Media and Sport, what resources have been allocated to (a) schools, (b) leisure centres and (c) youth clubs in Essex to deliver the objectives of the Let’s Move campaign.
The Let’s Move campaign launched on the 3rd November and the Department has since been sharing its campaign resources with partners across Essex who are working to increase physical activity in the area and/or who have significant reach with parents of the 7-11 year olds that we are reaching through this campaign. This includes working closely with Active Essex, to share resources with schools, sports clubs, leisure centres and youth groups that will reach these audiences and point them to the Better Health - Healthier families webpage to find further information about simple ways to get active together.

This Government fully recognises the importance of youth services to help young people live safe and healthy lives, and we are committed to giving all young people the chance to reach their full potential. We are co-producing a new National Youth Strategy with young people and the sector to better target support and provide opportunities to young people, no matter who they are or where they live.
In 2025/26, DCMS is investing over £145 million in youth funding. This investment will provide stability to the youth sector and ensure young people can access opportunities, as we transition to the National Youth Strategy.
Additionally, the government announced that £132.5 million of dormant assets funding will be allocated to support the provision of services, facilities or opportunities to meet the needs of young people. This will increase disadvantaged young people’s access to enrichment opportunities in the arts, culture, sports and wider youth services, aimed at improving wellbeing and employability.
Last week I visited Meadow Road youth centre to see the fantastic work that Lloyd and other youth workers are doing to provide an outlet for young people. However, it could be closed down due to funding uncertainty. Does the Minister agree that sporting centres such as that reduce youth offending and are hubs for rehabilitation? Will my hon. Friend commit to Dudley getting its fair share of funding and to keeping the centre open?

This Government fully recognises the importance of youth services to help young people live safe and healthy lives, and we remain committed to giving all young people the chance to reach their full potential regardless of where they grow up.
In Cornwall, over £1.2 million was invested under the Youth Investment Fund, with Yes KBSK dance group in Bodmin receiving a £400,000 grant to provide them with a permanent home called "the Space". The group offers sessions in the performing arts and other youth work, focusing on helping disadvantaged families.
Our engagement for the National Youth Survey has proactively involved young people from rural areas, as well as other demographics. In order to reach young people in all areas of the country, we developed a communications campaign and worked with a variety of stakeholders who support young people to disseminate information. We developed a toolkit for organisations to run their own consultation workshops with young people to feed in their views. In addition to this, we have run a wide-ranging survey, workshops, focus groups and ‘hacks’ to give young people the opportunity to develop solutions.

DCMS does not hold the data requested. Local Authorities have a statutory duty to ‘secure, so far as is reasonably practicable, sufficient provision of educational and recreational leisure-time activities for young people’. This is funded from the Local Government settlement, which is almost £69 billion this year (FY 25/26).
This government recognises the value of youth centres and youth services, and has committed to co-producing a new National Youth Strategy. This is an opportunity to move away from one-size-fits all approaches from central government, bringing power back to young people and their communities and rebuilding a thriving and sustainable sector. We plan to publish the strategy in the summer.
