Through the Communications Act 2003, Ofcom, as the regulator, is responsible for reporting on the availability of electronic communications networks.
The Government uses Ofcom’s Connected Nations mobile coverage data to track mobile networks across the UK. This includes assessing progress against the Shared Rural Network’s 95% 4G geographic coverage target and statutory licence obligations, as well as the Government’s ambition for all populated areas to have access to higher quality standalone 5G coverage by 2030.
The Shared Rural Network has already met its objective of delivering outdoor 4G mobile coverage to 95% of UK landmass a year ahead of schedule and the programme continues to deliver new coverage to rural areas that need it the most. Standalone 5G is available outside 83% of UK premises from at least one mobile network operator.

For the purpose of this answer, regulatory and consumer standards have been interpreted as how 4G and 5G is referred to by Ofcom in its Connected Nations reports and its consumer coverage checker, ‘Map Your Mobile’, respectively.
The ‘Map Your Mobile’ tool was updated in June 2025 to provide consumers with a definition of ‘good’ mobile coverage, agnostic of any generation of cellular communications. This was done to better reflect what users today expect to do on their mobile device when connected to a mobile network in an easy to understand way.
Network operators do refer to their products slightly differently in some cases, for example, referring to standalone 5G as 5G+ or 5G Ultra. These are marketing terms used for customers and do not reflect a different standard.

According to Ofcom’s Connected Nations Spring update, published on 8 May 2025, 4G in-vehicle coverage on UK major roads is 96% from at least one mobile network operator (MNO) and 81% from all four MNOs.
The Shared Rural Network has improved 4G mobile coverage along 16,000km of roads. The 10 Year Infrastructure Strategy (June 2025) committed to work with Ofcom and other regulators to assess the telecommunications needs of the transport sector, including the future requirements of roads, by December 2026. My officials are undertaking this assessment alongside the Department for Transport and the National Infrastructure and Service Transformation Authority.

To ask the Secretary of State for Science, Innovation and Technology, what steps he is taking to ensure 4G coverage across Skipton and Ripon constituency in the context of (a) the Shared Rural Network and (b) future smart meter network upgrades.
Skipton and Ripon has already benefited from the industry-funded part of the Shared Rural Network (SRN) which has now been completed. 4G coverage from all four mobile network operators has increased to 67% up from 60% and up from 87% to 90% from at least one mobile network operator since the programme was agreed in 2020. There are further improvements to come via the government funded element of the SRN which will see us upgrade six Home Office masts that will deliver new 4G coverage across Skipton and Ripon for the first time.
The Data Communications Company is required by licence conditions to assess opportunities to increase the overall level of smart meter Wide Area Network coverage and are examining a number of options to reach homes not currently able to get coverage as part of its Future Connectivity strategy, which includes consideration of a full range of technical solutions.

On 12 December 2024, the government updated its National Planning Policy Framework. Chapter 10 of that Framework outlines current national policy relating to supporting high quality communications infrastructure.

As part of the publicly funded element of the Shared Rural Network (SRN) we can confirm that 11 masts have been built or upgraded for the programme since 5 July 2024. These masts have already been activated and are delivering reliable 4G coverage, enabling rural businesses and communities to thrive.

From my own experience, I am aware that Ofcom’s coverage maps do not always match consumers’ experience of mobile networks. My Department is working with Ofcom to identify what more can be done to improve the accuracy of its reporting, noting that all sorts of factors will impact people's experience, including how many other people are on the network at any given point, as well as weather conditions.
We have also asked Ofcom to keep under review its definitions of what constitutes “good” 4G and 5G coverage, so that they continue to reflect consumer expectations as people’s usage and their requirements evolve.

The government is working in partnership with mobile network operators to deliver the Shared Rural Network, which will reduce both partial and total not spots and bring 4G coverage to 95% of UK landmass. Ofcom reports that 4G coverage currently stands at over 93%.

The government welcomes legacy networks being switched off in a responsible way, as this will increase network efficiency, minimise energy consumption and free up spectrum for 4G and 5G networks and beyond.
Ofcom has published details of how it expects the mobile network operators (MNOs) to conduct the switch off in line with their regulatory obligations, and the mobile network operators have committed to offer broadly the same level of coverage via their 4G networks as they currently offer on their 3G (and 2G) networks.
Given MNOs’ assurances that 4G coverage should be available in place of 3G following switchover, farmers currently using 3G for navigation should therefore be able to rely on 4G coverage or, failing that, satellite navigation systems.

The government welcomes legacy networks being switched off in a responsible way, as this will free up spectrum for 4G and 5G networks and beyond. Ofcom has published details of how it expects the mobile network operators to conduct the switch off in line with their regulatory obligations. These expectations include providing customers with a minimum of three to six months’ notice of any steps they need to take as a result of their provider switching off their 3G networks; communicating in a clear and timely way, using a range of communication channels to raise customer awareness of the proposed changes; and providing additional support to vulnerable customers.
The mobile network operators have set out advice to their customers on 3G switch off plans on each of their websites.
We will continue to monitor the MNOs’ progress in switching off their 3G networks.

This Government is taking steps to improve both 4G and 5G coverage across the country.
Across the East Midlands, our £1bn agreement with the industry to deliver the Shared Rural Network (SRN) will see 4G coverage from all four Mobile Network Operators (MNOs) rise to 94%, up from 90% when the programme began in 2020.
In addition to the SRN programme, the MNOs independently invest around £2 billion annually across the UK in enhancing and improving their networks.
According to Ofcom’s Connected Nations report, basic, non-standalone, 5G is available outside 93% of premises in the South Holland and the Deepings constituency from at least one MNO. The Wireless Infrastructure Strategy, published in April 2023, set out the Government’s vision for wireless connectivity and announced a new ambition for nationwide coverage of higher quality standalone 5G in all populated areas by 2030. The strategy includes a series of measures to help the private sector invest in 5G networks by supporting competition, driving down deployment costs and driving the take-up of innovative, 5G-enabled tech by the business and the public sector.
The Department provides extensive guidance for local authorities and operators to help facilitate broadband and mobile deployment through the Digital Connectivity Portal. We have also taken steps to make it easier and cheaper for operators to deploy 4G and 5G. This includes reforming the planning system in England. Alongside this, measures within the Product Security and Telecommunications Infrastructure Act 2022, will support the deployment of wireless infrastructure, including 4G and 5G.
