The Department for Transport is proud to be supporting the Defence Investment Plan (DIP) which puts the security of the British public first, transforming our Armed Forces and giving them the funding and equipment they need to fight and defend our nation.
The A10 Ely to Cambridge improvement scheme is part of the Major Road Network and Large Local Majors (MRN/LLM) Programme. The scheme has not yet reached Outline Business Case approval stage, so funding has not yet been committed. The A10 Ely to Cambridge is one of the remaining schemes under review, following an announcement on the programme on 26th March. A decision on the remaining schemes, including this one, is expected to be made in due course.
When the Roads Minister came to Norfolk recently, she was reported to have cast doubt over the approval of the A10 West Winch housing access road, which is essential to unlock thousands of homes and economic growth. Without the road, the homes will not be built. Given the Government’s commitment to house building, will the Transport Secretary reaffirm her support for this long-standing road scheme?

I was pleased to find myself in Norfolk announcing huge amounts of investment in the region’s roads. There are a large number of schemes awaiting the outcome of the spending review, but I would be happy to write to the hon. Gentleman about the specific scheme that he raises.

I thank the Honorable Member for his continued support for the scheme. Officials are working closely with Norfolk County Council on the outline business case submitted to the Department. When they have completed their assessment, they will put advice to Ministers.
To ask the Secretary of State for Transport, whether the A10 Ely-Cambridge improvement scheme has entered the Road Improvement Strategy (a) programme and (b) development stage; whether formal approvals have been granted; and whether it will progress into the next strategy phase.

The A10 Ely to Cambridge improvement scheme is being promoted by Cambridgeshire County Council and Cambridgeshire and Peterborough Combined Authority for consideration for potential funding as part of the Department’s Major Road Network / Large Local Majors (MRN / LLM) programme. It would not form part of the Government's Road Investment Strategy.
The promoters are currently developing an Outline Business Case (OBC) for the scheme which they expect to submit to the Department in August for a decision on whether to approve it and provide conditional support for the scheme as part of the MRN/ LLM programme.
The latest scheme cost estimate and completion date provided to the Department are £234 million and September 2030 respectively. Naturally, this cost estimate and completion date may be subject to change.
To ask the Secretary of State for Transport, what estimate he has made of the (a) cost and (b) completion date of the proposed A10 Ely-Cambridge road project.

To ask the Secretary of State for Transport, what assessment he has made of the Strategic Outline Business Case for the A10 West Winch Housing Access Road submitted to his Department by Norfolk County Council.
The Government approved the Strategic Outline Business Case on 7th July. This enables Norfolk County Council to develop an Outline Business Case which it plans to submit to the Department in spring 2023. The Department has provided £698,000 as a grant to assist the Council with the costs of developing the business case.

Thank you, Mr Deputy Speaker, for calling me to speak in tonight’s Adjournment debate on air pollution around the A10 and Broxbourne—a matter close to my heart because I happen to live near to the A10, in the constituency of Broxbourne, in the borough of Broxbourne. I am never happier...

I thank the hon. Gentleman for raising the issue of air pollution. Air pollution is not a significant issue in only one constituency—it also applies to my own. I agree that if we want to promote electric cars, we have to have ease of access to the energy that powers them, so more charging points would seem to be absolutely essential in the drive to get more people transporting themselves around in electric cars. I thank the hon....

I know the Minister will not be able to comment on this, but may I just restate my constituents’ irritation that despite all these words of concern a planning application for a 350,000-tonne incinerator that will pump further nitrogen dioxide into the Broxbourne-Lee valley and generate another 97,820 lorry movements...

I understand that. Broxbourne has come to the attention of the Government via national modelling and local modelling specifically because of nitrogen dioxide emissions on that stretch of road. That is why the Government are working directly with Broxbourne. I have already indicated to my hon. Friend that the Secretary...

I welcome the Chancellor’s spending review last week, boosting the science budget and supporting silicon fen. Does he agree that the only way to continue to attract international investment to the region is good infrastructure, and now is the time to upgrade the A10 from Cambridge to Ely?

We have put a huge amount of investment into Cambridge, including of course the renovation of the famous Cavendish Laboratory, and I congratulate my hon. Friend on the strong start she has made in recent months in championing her constituency. That has been continued today with a big bid for the A10, which I will take a close look at.

To ask Her Majesty’s Government whether the Secretary of State for Communities and Local Government intends to call in for his own determination the planning application for an access road between the A10 and the Brookfield shopping centre, Broxbourne.[HL978]
To ask Her Majesty’s Government whether the Secretary of State for Communities and Local Government intends to call in for his own determination the planning application for an access road between the A10 and the Brookfield shopping centre, Broxbourne.[HL978]
The proposal for a link road between Halfhide Lane and the A10 interchange, Cheshunt was referred to the Secretary of State under the Town and Country Planning (Consultation) (England) Direction 2009. The Secretary of State has received a number of requests to call-in the application for his own determination, and will carefully consider this case against call-in policy, as set out in the Written Ministerial Statement of 26 October 2012, Official Report col. 71WS.
In the meantime, a direction under Article 25 of the Town and Country Planning (Development Management Procedure) Order 2010 has been issued which prevents the council granting permission on this application without specific authorisation. This provides the opportunity for the issues around the proposal to be considered, and for the Secretary of State to decide on whether or not the application should be called in by him. It would be inappropriate to comment on the detail of the applications, while considerations are still ongoing.
