Whilst traffic management on the local road network is the responsibility of the local highway authority, the Department recognises that congestion affects daily journeys and economic growth. That is why Essex County Council is eligible for over £230 million in highways maintenance funding over the next four years.
More widely, the Department for Transport continues to legislate for new lane rental schemes to reduce congestion from roadworks and are devolving powers to mayors to establish future schemes, allowing local leaders to address congestion on their network.

Most of the A13, other than a short stretch near the M25, and all of the A127 are roads for which the relevant local highway authorities are responsible. This includes monitoring overall network performance and addressing congestion issues.
The Department publishes statistics annually on gov.uk on the average speed, delay and reliability of travel times on the Strategic Road Network (SRN) and local 'A' roads. These are available at https://www.gov.uk/government/statistical-data-sets/average-speed-delay-and-reliability-of-travel-times-cgn.
Motorways and trunk roads in Essex are the responsibility of National Highways. The Government has recently published the third Road Investment Strategy, its £27 billion 5-year plan for the Strategic Road Network. This includes an unprecedented £8.4 billion of investment in renewing the network, as well as investment in key enhancement schemes such as the Lower Thames Crossing.

National Highways is responsible for keeping the A13 clear of litter and refuse as far as is practicable. Relevant Local Authorities hold this responsibility along the A12. National Highways has committed to report a litter performance indicator during the second Road Investment Strategy 2020-25. Specific regional assessments are the responsibility of National Highways and relevant local duty bodies. In 2021/22 National Highways reported that 60.8% of relevant parts of the Strategic Road Network had no litter, refuse or detritus, or was predominately free of litter, refuse or detritus apart from some small items.

Due to the devolution of the highways network, it is necessary to be explicit on who has responsibility for litter on the verges.
The A13 between the Limehouse Link and the Greater London Boundary, nominally the A1306 junction at Wennington, is the responsibility of Transport for London. Between the A1306 Wennington junction and the A1089 junction near Grays, this is the responsibility of Highways England, through its supplier, Connect Plus. For the A13 from the A1089 junction near Grays to the A130 junction near Basildon, this is the responsibility of the local authorities.
The A12 between the A130 junction near Chelmsford and the A14 junction at Ipswich is the responsibility of the local authorities.
Highways England is aware that litter is unsightly and detrimental to the environment and spends significant sums annually in ensuring it is cleared from the strategic road network each year. They are satisfied that Connect Plus grades the route and clears litter in accordance with the requirements of the Environmental Protection Act 1990 but is keen to work collaboratively with the local authority, Thurrock Council, to do more.

The Highway’s Agency is responsible for litter picking the A13 between M25 Junction 30 and the A1089 interchange. East of the A1089, the A13 is the responsibility of Thurrock Council. The Agency regularly assesses their section of the A13 and takes action to pick litter in accordance with the 1990 Environmental Protection Act’s Code of Practice.
The Agency is aware that the A13 suffers from heavy littering. They are currently utilising existing traffic management which is in place for a major improvement scheme at junction 30 of the M25, to undertake intensive litter clearance. This operation will continue for several weeks.
In addition the Agency is engaging with local stakeholders, educating and encouraging HGV drivers to cover their vehicles to prevent litter and debris falling onto the verges. They are also liaising with Thurrock Council to identify ways to improve the levels of cleanliness in this area.
