The A15 north of Lincoln is the responsibility of local highway authorities – Lincolnshire County Council and North Lincolnshire Council. It is for those authorities to prioritise areas of their networks for improvements, and to seek funding, if required.
The Department has not received applications to either the Major Roads Network or Levelling Up Fund proposing to dual the A15 north of Lincoln. The issue has been raised via the Northern Transport Acceleration Council and we understand that the local highway authorities are currently examining options and impacts of the works.
To ask the Secretary of State for Transport, if he will put in place plans to dual sections of the A15 north of Lincoln to support economic development within the Humber sub-region; and if he will make a statement.

Government announced last month £4.5m towards the A15 (North) Asset Renewal project. This will resurface a section of the existing carriageway, reducing the need for disruptive road repairs and helping to support economic development within the Humber sub-region.

Thank you, Mr Speaker.
The Secretary of State will have heard my exchange with the Prime Minister yesterday when he agreed with me on submitting proposals for free port status for the Humber ports, an upgrade to the A15, and improved east-west rail freight capacity. Will the Secretary of State indicate his support, and will he agree to meet me and a delegation to discuss the matter?
Thank you, Mr Speaker.

It is good to see the hon. Gentleman back on his feet promoting everything in his constituency, including free ports. I will of course be more than happy to sit down and meet a delegation, although I am a bit concerned about how large it will be. I am pleased to be working with the Department for International Trade and the Treasury to ensure that the ports that want it get the free port status that they require.

The section of the A15 referred to is a local road and, as such, is the responsibility of Lincolnshire County Council and North Lincolnshire Council, as Local Highway Authorities. The route is not part of the Strategic Road Network, which is managed by Highways England, formerly the Highways Agency.
It is for Local Highway Authorities and Local Enterprise Partnerships to consider the benefit of improvement works on their roads, and to source funding to carry out these works, if they see fit.
I understand that the two Local Highway Authorities, with the Greater Lincolnshire Local Enterprise Partnership, have considered potential benefits of improvement works on the A15. My rt hon Friend may wish to contact them to find out more about their work on this.
It would be for the Local Highway Authority to develop and propose any improvements and, if necessary, seek funding from central Government.
In addition, the Department for Transport plans to consult later this year on establishing a Major Road Network, which would include the most important local ‘A’ roads. A share of the National Roads Fund, funded from 2020 by Vehicle Excise Duty, will be set aside to fund improvements on the Network.

The number of accidents and casualties is relatively small, so changes between years, especially in the rate figures, will occur naturally and may not be indicative of any broader trend.
