The A17 Pullover Junction scheme forms part of the Department’s Major Road Network (MRN) programme. The Secretary of State announced a review of the programme in July 2025, as part of which local authorities were asked to confirm whether or not they wished to proceed with each individual scheme. In its response to the review, Norfolk County Council has said that it will have to withdraw the scheme from the programme, because it can longer afford its local funding contribution to the scheme and because of impending local government reorganisation.
Henceforth any decision on the future of the scheme is likely to become the responsibility of the new Mayoral Combined Authority for Norfolk and Suffolk, following the election in May 2026, or the successor unitary authority covering King’s Lynn and West Norfolk.

The A16 and A17 are the responsibility of local highway authorities – Lincolnshire County Council through South Holland and the Deepings, and neighbouring authorities where they run beyond the county council’s boundary. It is for those authorities to assess the benefits of improvements to areas of their networks, and to seek funding, if required.
Almost £20 million from the Levelling Up Fund has been allocated to improve the A16 corridor between Boston and Spalding, improving transport links for the food growth sector.

I have heard about that tragic accident and, on behalf of everyone, I send our sympathies and condolences to those involved. My hon. Friend is right to say that, in so many of these cases, the parish council has a lot of expertise about areas of roads that are not safe and things that could be done. Of course, it should be listened to in this and other cases.

No assessment has been undertaken by the Department for Transport of the economic benefits of dualling the A17 in its entirety or in single sections. The A17 forms part of the local road network and is the responsibility of Lincolnshire County Council and Nottinghamshire County Council. It is for the councils concerned to develop proposals to dual this road if they wish to do so, working closely with the respective Local Enterprise Partnerships.
