I beg to move,
That this House has considered the Bromsgrove Route Enhancement Programme.

I commend the hon. Gentleman, who is right to bring this forward. When millions of pounds of public money are committed to corridor schemes such as the Bromsgrove Route Enhancement Programme, we need stricter oversight to prevent administrative paralysis. The same thing happened in Northern Ireland. The Court of Appeal...

I feel that the presence of the hon. Member vindicates this debate, not because of the worthiness of the point being discussed but because he is attending a debate about something happening in Bromsgrove. He is correct and I will touch on that point shortly.

I thank my hon. Friend and constituency neighbour for securing this incredibly important debate. When he talks about the problems in Bromsgrove, he is speaking about a wider problem for the whole of Worcestershire and, indeed, the West Midlands. He will be well aware that in Stourport, in my constituency,...

I thank my hon. Friend and constituency neighbour for his intervention. He is absolutely right that all our constituencies deserve investment. However, the crux of the story, which I hope will become apparent as I go through my remarks, is that when infrastructure is delivered, that must be done in...

I appreciate the Minister coming to the Chamber and responding to my points, but does he accept that this is an example of the fragmentation of the state? The public, including my constituents, are sick and tired of the idea that, “It’s not us, it’s them”. I understand and accept...

It is not about fragmentation of the state but about letting local areas determine their own priorities and manage their own schemes. That is how local roads have always been run. I listened to what the hon. Member said about the interactions he has had with the local authority, and...

Yes, in short; I will ask the Secretary of State to ensure that MPs from the area, including the right hon. Gentleman, get the information that they seek. These are very tough decisions indeed. On the one hand, it is quite right that Opposition—and, indeed, Government—Members should call for greater...

On Tuesday, we learned that the only two major road projects in the east midlands—the A46 in Newark and the A38 in Derby—were to be scrapped. So many questions remain. How were these projects chosen? Why are the only projects being scrapped in the whole country those in the east...

Residents in my constituency have faced years of disruption from High Speed 2, and the saga continues. Upcoming works on the A38 include an 11-day closure at the Swinfen interchange and a year-long closure of the northbound slip road at Streethay in neighbouring Lichfield. These measures will inevitably push traffic on to the A5 bypass and through villages including Hints, Weeford, Whittington and Swinfen, causing significant disruption to my constituents. [Interruption.] Will the Secretary of State outline when my constituents can expect these works to be completed? What assurances can be given that the disruption will be minimised?

I recognise that for local people, road closures can be one of the most disruptive aspects of major projects. I know that HS2 works very closely with highways authorities to minimise the impacts. Doing the essential work on the A38 in a single 11-day closure will avoid around six months of repeated full-weekend closures.

To ask the Secretary of State for Transport, if she will have discussions with National Highways on reactivating the overnight lights on the Rubery flyover on the A38.
To ask the Secretary of State for Transport, if she will have discussions with National Highways on reactivating the overnight lights on the Rubery flyover on the A38.
Street lighting on this section of the highway is the responsibility of the local highway authority rather than National Highways. It is for each local highway authority to assess which parts of its network require attending to and to what standards based upon local knowledge and circumstance. The Government does not intervene in such local matters. Hence, I would encourage you to engage with the responsible local highway authorities, Birmingham City Council and Worcestershire County Council.
Congestion on the A38 in Bromsgrove is making it nearly impossible for residents to get around easily—yet, despite current investment, there is widespread scepticism that the Bromsgrove route enhancement plan, known locally as BREP, will improve the situation. Does the Minister agree that investment in transport must deliver a tangible improvement in traffic flow, and will the Secretary of State meet me to discuss investment in Bromsgrove so that we can keep Bromsgrove moving?

I understand the hon. Member’s wish to get his constituents moving; it is one that we share. I would be happy to look at his concerns in relation to the A38, and I will contact him with further information.

As the Chancellor informed Parliament on 29 July, an internal review of the Department’s capital spend portfolio has been commissioned. The primary aim of the review is to provide strategic advice to the Secretary of State, which may in turn inform decisions on specific projects as part of the multiyear Spending Review. Schemes below are subject to this review and therefore we cannot give any assurances around delivery of these schemes until the Spending Review concludes.

To ask the Secretary of State for Transport, what estimate he has made of the (a) cost and (b) completion date of the proposed A38 Somerset road improvement scheme.
The latest cost estimate provided to the Department for this scheme is £30.95 million. It has an expected completion date of January 2026.
However, whether the scheme progresses to the next phase will be dependant upon whether the Full Business Case is approved by Ministers, subsequent to an assessment and advice from officials.
To ask the Secretary of State for Transport, whether the A38 Somerset road improvement scheme has entered the Road Improvement Strategy (a) programme and (b) development stage; whether formal approvals have been granted; and whether it will progress into the next strategy phase.

The A38 North Somerset scheme is being promoted by North Somerset Council and Somerset County Council respectively for potential funding under the Department’s Major Road Network/ Large Local Majors (MRN/ LLM) programme. It is not part of the Government’s Road Investment Strategy.
Ministers have granted formal approval for the scheme to gain programme entry as part the Department’s MRN/ LLM initiative and the local authorities concerned are currently developing a Full Business Case for this scheme.

The A38 is the main route to the largest city on the Devon and Cornwall peninsula. This nationally significant
route needs substantial work between Carkeel and Trerulefoot in my constituency. What work is the Department doing with the Department for Transport to make that a reality?

My hon. Friend highlights the importance of nationally significant infrastructure programmes all across the country. It is vital that we speed up those projects and make sure that they deliver for local people more quickly. My hon. Friend is a champion for the A38; I know that she will be talking to the Department for Transport, and I am happy to do so as well.
