The A417 missing link between Brockworth and Cowley is an important project to improve safety and air quality and ease congestion in the area. Highways England announced a preferred route for the scheme in March 2019 and is now preparing for statutory consultation later this year ahead of a Development Consent Order planning application. Delivery of this project is subject to confirmation of funding within the second Road Investment Strategy, which will cover the period 2020 to 2025, due to be published later this year.

I have taken a personal interest in this project, which I regard as an important part of our infrastructure that needs to be addressed, and my hon. Friend will be pleased to know that it is moving forward. Highways England announced its preferred route for the scheme in March, and it is now preparing for the next stage of the planning process, statutory consultation, followed by a development consent order process.

Sadly, there have been 10 fatalities and 123 casualties on that road in the last four years for which figures are available, so the improvement is desperately needed. Has my right hon. Friend had the chance to evaluate the Labour party’s proposals to scrap the roads programme, which would mean hundreds of road schemes such as this never being built and motorists being hugely inconvenienced?

Motorists want to see the earliest possible end to the traffic misery on the A417 caused by the air balloon pinch point. Does my hon. Friend recognise that the Budget, through its extra firepower for roads, provides the best possible platform for such a vital scheme?

I have met my hon. Friend and his Gloucestershire colleagues to discuss this matter. It was with strategic roads and roundabouts, such as the air
balloon roundabout, in mind that we made the largest ever investment in our strategic road network. Decisions on specific roads will be made next year.

To ask the Secretary of State for Transport, what recent assessment he has made of the cost benefit ratio of (a) HS2 and (b) the Missing Link solution in Gloucestershire; and if he will make a statement.
To ask the Secretary of State for Transport, what recent assessment he has made of the cost benefit ratio of (a) HS2 and (b) the Missing Link solution in Gloucestershire; and if he will make a statement.
The last business case for HS2 was published in 2017 and can be found at: https://www.gov.uk/government/publications/hs2-phase-two-economic-case
It showed that the full network has a benefit to cost ratio of 2.3. This means that for every £1 invested, HS2 will generate more than £2 in economic benefits, constituting high value for money.
The A417 “Missing Link” route options were brought to public consultation in February – March 2018. The two routes taken to consultation had a Value for Money range from low to poor, and Benefit Cost Ratios of 1.04 and 0.68. Highways England are currently undertaking further development of the scheme detail and assessment of the routes’ VfM.

The bottle- neck on the A417 continues to cause dreadful accidents, as well as traffic misery in Gloucestershire. Following the leadership of my right hon. Friend the Secretary of State for Transport and with the support of Members from Gloucestershire, the vital consultation stage on the shortlisted improvement proposals will begin shortly.
Does my right hon. Friend the Prime Minister back the scheme, and does she agree that by committing hundreds of millions of pounds to this crucial project, the Government are backing the Gloucestershire economy?

My right hon. Friend knows that the south-west is a low-growth area. This is a highly important strategic national road scheme linking the south-west with the midlands and the Thames corridor. Does he agree that we need to get on and build this scheme as soon as possible?

It is not just about that; we also know that this is a highly dangerous piece of road, where, tragically, there has been a further accident with loss of life in the past few weeks. So it is not just about creating the right economic links; it is also about creating a safer road network. For both those reasons I have been very clear with Highways England that I want to get on with this project.
