The Department for Transport has not conducted a specific assessment of the adequacy of National Highways' work to improve road safety on the English sections of the A5 and A458.
The Department assesses safety across the Strategic Road Network which includes motorways and major A-roads managed by National Highways using a combination of data-driven analysis, risk-based assessments, and post-project evaluations.

The Government takes road safety very seriously and reducing those killed and injured on our roads is a key priority. National Highways is currently progressing a safety study on the A5 in South Northamptonshire. The study covers the stretch of the A5 from A508 Roundabout in Stony Stratford to Fosters Booth Junction. Work is funded for the study and early feasibility design phase within the 2025/26 financial year. Funding for the detailed design and on-site implementation would be considered as part of planning the next Road Investment Period.
For the A43, a further three studies are being carried out during the 2025/26 financial year. If a cost-effective improvement that reduces injury collisions is deemed feasible at these sites, funding to deliver the interventions would also be considered as part of setting the next Road Investment Period.
The three study locations are as follows:
- A43 J/W A421 Barleymow Roundabout
- A43 Evenley Roundabout
- A43 J/W C188 Towcester Road Junction

The A5 Dodwells to Longshoot scheme was cancelled in July 2021 due to the scheme being poor value for money. The M42 Junction 6 scheme is in construction and is forecast to complete in the year 2026/27.

As part of their analysis of need on the Strategic Road Network, National Highways identified issues with peak period delays and unreliability on the A5 in Hockcliffe. A feasibility study has been undertaken and has identified options for improvements. This scheme is currently being considered as part of the next Roads Investment Strategy, though all future spend by National Highways is subject to the DfT’s Capital Review and the cross-government Spending Review.

Improvements to the A5 between Hinckley and Tamworth have been considered extensively by National Highways as part of the pipeline of possible future enhancements to the strategic road network. The business case has been developed and considered the local and wider economic impacts in line with the Department for Transport’s Transport Analysis Guidance.

To ask the Secretary of State for Transport, what steps he is taking to improve safety at the A5 Shotatton Crossroads.
The A5 Shotatton Crossroads is already subject to a 40 mile per hour speed limit to reduce accident risk, and this is enforced by fixed cameras. Accidents still do occur, most recently on 27 March. National Highways is currently undertaking a route safety study of the A5, from the A5/A458 Churncote roundabout, west of Shrewsbury as far as the Welsh Border near Chirk. This study will examine collision data and recorded safety issues along the route, with a view to providing a consistent safety approach for users of this route. National Highways expects the work to include improved traffic signage, edge markers/bollards, and road markings. At present, this study has not identified further safety measures, at the Shotatton crossroads junction but this may change as the study develops.

I praise the roads Minister, my hon. Friend the Member for North West Durham (Mr Holden), for taking an active interest in the A5. I have met with him multiple times, including last week, when we were dealing with the A5 yet again. I understand why the RIS3 programme has been pushed back. However, the A5 acts as a construction for prosperity, growth and housing in our area. Four points on the A5 were pinpointed as being narrow. Can he let me know where they were, as National Highways said it would do that? Can he give an indication of how I can move National Highways forward to try to release the strangulation on our area?

On 9 March 2023, the Secretary of State for Transport made a statement to Parliament. This set out that schemes originally being considered as part of the pipeline of schemes for potential inclusion in the third Road Investment Strategy (RIS3) between 2025 and 2030 will continue to be developed to an appropriate stage, but for consideration for inclusion during RIS4 (beyond 2030). This includes the A5 Hinckley to Tamworth scheme.

To help identify the current pressures and future needs of the strategic road network, National Highways is developing its route strategies for the third road period. The Hinckley to Tamworth section of the A5 has been considered principally within the South Midlands route strategy. National Highways has developed a number of objectives for the route and identified a series of potential areas for further investigation. The interim findings will be published shortly alongside the Department’s consultation on RIS3.

Government is committed to level up transport infrastructure across the country, including the East Midlands. Whilst I cannot commit to including improvements to the A5 in Leicestershire and Bosworth at this stage, I can reassure my honourable friend that options for the A5 Hinckley to Tamworth scheme continue to be developed by National Highways as part of the pipeline of schemes being developed for the third Road Investment Strategy (RIS3). Decisions on the overall balance of the Investment Plan for RIS3, and schemes included within it will not be confirmed until the final RIS is published in 2024.

National Highways are currently finalising the Midlands and Gloucestershire to Wales Route Strategy, which provides a detailed assessment of the western section of the A5 corridor. This includes an assessment of challenges and issues on the route, including delay, and sets out a series of objectives and locations for further investigation which will improve safety, network performance, the environment and support growth. These reports are a key component of National Highways research which will be used to support the development of the next Road Investment Strategy (RIS3) and inform the long-term planning of the strategic road network (SRN). The interim findings of these strategies will be available in the coming months.

Is he aware of Midlands Connect’s most recent report, which shows that, on average, there are 36 accidents on the road every year, and that one in five is serious? Will he meet me to discuss that as another reason why the A5 must be improved?
