The dualling of the A64 was first mooted in The Yorkshire Post in 1905, since when it has been promised and cancelled several times, despite being much needed. Its delivery would massively reduce the journey time between York, Malton, Pickering, Scarborough and Filey. Will my right hon. Friend update the House on plans to dual the A64?

My hon. Friend has been a long-term advocate of dualling the A64 north-east of York. I can confirm that it will be one of my Department’s options for consideration in the enhancements programme under the road investment strategy from 2025.

The current Highways England scheme for improvements to the A64, which is a key road in my constituency, involves spending £135 million on a roundabout when what we need is a dual carriageway between York and Malton. Will the Minister agree to meet me and members of the A64 Growth Partnership to discuss how we can secure the best scheme for local residents and the best value for the taxpayer?

We are well aware of the importance of the A64 to my hon. Friend’s constituency and, indeed, to the economy of Yorkshire. I should be happy to meet my hon. Friend, as will my hon. Friend the roads Minister. We will ensure that progress in the road’s development continues as we move towards the start of the next investment period.

Order. I am sorry and I do not wish to be unkind, particularly to new Members, but we do not have time for these lists. What we need is single sentence questions.

My apologies, Mr Speaker. The A64 is still a bottleneck to investment and a traffic blackspot. Will the Chancellor look again at further investment in that important route, which would unlock further investment and economic progress for the northern powerhouse?

We certainly want to hear the good news about what is going on in Yorkshire. On the A64, we have committed billions of pounds to improvements to the road network of Yorkshire and, specifically, we have created a £475 million pot for local major roads. This is the sort of bid that should be put in.

Will my right hon. Friend join me in welcoming the 60% reduction in unemployment in my constituency since 2010, the 100% rise in house building since 2014 and the fact that Helmsley won best market town in yesterday’s—

Let me welcome my hon. Friend to this place and the work that I know he will do on behalf of his constituency. He is absolutely right. In rural areas like the one he represents, better transport, better broadband and filling in the “not spots” on the mobile phone network are absolutely vital. The mobile infrastructure project is providing more homes and businesses with mobile coverage, but we need to make sure that we build the masts. I am pleased to say that the A64 is part of our £3 billion investment in roads in the north-east and Yorkshire. As for broadband, I think that 130,000 homes and businesses are getting access in North Yorkshire, but there is more to be done.

Q4

.

Kevin Hollinrake (Thirsk and Malton) (Con):

Unemployment is down by 61% in Thirsk and Malton since 2010—a strong endorsement of this Government’s policy to make work pay and of the hard work and investment of business people in my constituency. What further support will the Prime Minister offer to help with much-needed investment in the A64, superfast broadband, and mobile phone coverage, all of which would further help job creation in my area?

It is no secret that the A64 is also important to my constituency of Scarborough and Whitby. The first major investment for 38 years in the A64 east of York was announced as part of our road investment strategy last month. This addressed the notorious Hopgrove roundabout pinch point. As part of the detailed design of the scheme, the case for dualling nearby sections of the A64 will be considered.

While I am grateful for that answer, there are currently huge numbers of casualties and fatalities in the villages of Ganton, Rillington and Heslerton, which have no speed restrictions on the roads and no protections for the very vulnerable crossing them—children and the elderly. Will my hon. Friend give priority to that section of the A64, in which I know he too has a personal interest, serving as it does his own constituency?

When considering investment in our roads network, two factors are always borne in mind. One is congestion, and in that respect the section between Malton and Hopgrove is the busiest and most congested. The other is safety, and that would include the situation to which my hon. Friend refers.

The Business Secretary gave us the welcome news that the local growth fund will come on stream next year. Infrastructure is the key to allowing local businesses to develop. Will there be enough money in the local growth fund to improve and upgrade the A64 along its whole route from York through Malton to Scarborough?

I am afraid that my hon. Friend will have to be patient for a few weeks longer before we announce the local growth deal for the local enterprise partnership covering her constituency, but I am aware that that is one of the projects that the local enterprise partnership wants to prioritise.

May I pay tribute to Paul Goggins and say how much he will be missed in this House?

My right hon. Friend is on the record as saying he would very much like to see the A64 on the future roads list. Can he ensure that the present economy, which is very buoyant in north Yorkshire, is not held back by congestion and poor safety on that road? Will he join me to ensure that on his future visits he can travel much faster and in much greater safety on the A64?
